1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
522-77 as follows:
 
6    (105 ILCS 5/22-77)
7    (Section scheduled to be repealed on July 1, 2014)
8    Sec. 22-77. Young Adults Heroin Use Task Force.
9    (a) There is created the Young Adults Heroin Use Task Force
10to address the growing problem of heroin use in grades 6
11through 12 high schools across this State. The Task Force shall
12consist of all of the following members:
13        (1) Four members of the House of Representatives,
14    appointed by the Speaker of the House of Representatives.
15        (2) Three members of the House of Representatives,
16    appointed by the Minority Leader of the House of
17    Representatives.
18        (3) Four members of the Senate, appointed by the
19    President of the Senate.
20        (4) Three members of the Senate, appointed by the
21    Minority Leader of the Senate.
22        (5) One representative of a statewide association
23    representing school boards, appointed by the Governor.

1        (6) One representative of a statewide association
2    representing school principals, appointed by the Governor.
3    Members of the Task Force shall serve without compensation.
4    (b) The Department of Human Services' Division of
5Alcoholism and Substance Abuse shall provide administrative
6and other support to the Task Force.
7    (c) The Task Force shall conduct a study on the heroin use
8problem in grades 6 through 12 high schools and suggest
9programs for high schools to use to address the problem, which
10programs may involve local law enforcement agencies.
11    (d) On or before June 30, 2014, the Task Force shall report
12its findings and recommendations to the General Assembly, by
13filing copies of its report as provided in Section 3.1 of the
14General Assembly Organization Act, and to the Governor.
15    (e) The Task Force is abolished and this Section is
16repealed on July 1, 2014.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.
