30 ILCS 500/45-85 new

    Amends the Illinois Procurement Code. Requires State agencies to contract for professional services preferable to businesses owned by minorities, females, or persons with disabilities.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5adding Section 45-85 as follows:
 
6    (30 ILCS 500/45-85 new)
7    Sec. 45-85. Preferable procurement for businesses owned by
8minorities, females, or persons with disabilities.
9    (a) As used in this Section:
10    "Female" has the same meaning ascribed to that term under
11Section 2 of the Business Enterprise for Minorities, Females,
12and Persons with Disabilities Act.
13    "Minority" has the same meaning as "minority person" under
14Section 2 of the Business Enterprise for Minorities, Females,
15and Persons with Disabilities Act.
16    "Person with disabilities" has the same meaning ascribed to
17that term under Section 2 of the Business Enterprise for
18Minorities, Females, and Persons with Disabilities Act.
19    "Preferable to businesses owned by minorities, females, or
20persons with disabilities" means contracting with businesses
21owned by minorities, females, or persons with disabilities in
22the percentages set forth in Section 4 of the Business
23Enterprise for Minorities, Females, and Persons with

1Disabilities Act.
2    (b) Notwithstanding any other provision of law, State
3agencies shall contract for professional services in a manner
4that is preferable to businesses owned by minorities, females,
5or persons with disabilities.
