HOUSE RESOLUTION

WHEREAS, The State of Illinois has published proposed rules pursuant to the Medical Cannabis Pilot Program Act; and

WHEREAS, Medical cannabis carries with it a high potential for abuse and diversion; and

WHEREAS, Such proposed rules shall provide for the safe dispensing of therapeutic medicinal cannabis; and

WHEREAS, Medical cannabis must be used safely and only by registered qualifying patients; and

WHEREAS, One in 4 teens reports having abused or misused a drug such as marijuana, a 33% increase over a 5-year period, and marijuana use is growing among teens; and

WHEREAS, The use of a 4-digit locking mechanism closure will prevent the unintended and accidental ingestion of medicinal cannabis by young children; and

WHEREAS, The use of a locking mechanism closure will prevent the intentional misuse or diversion of medicinal cannabis by adults; and

WHEREAS, A 4-digit locking mechanism closure may be obtained in the State of Illinois as there are Illinois companies that manufacture such devices; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge regulatory agencies in the State to implement regulations that would require 4-digit locking mechanisms to be placed on prescription containers for medical cannabis; and be it further

RESOLVED, That we urge dispensing organizations, including cultivators and retailers, to only dispense medical cannabis in medical cannabis prescription containers equipped with a 4-digit locking mechanism.
