HOUSE RESOLUTION

 
2    WHEREAS, Certain communities on the Northwest side of the
3City of Chicago (including Edison Park, Norwood Park, Jefferson
4Park, Gladstone Park, and Big Oaks) are affected by the key
5nighttime air routes serving O'Hare International Airport that
6converge over these communities; this includes 5 glide paths,
7major take-off plates, and air routes - all used after 10:00pm;
8and
 
9    WHEREAS, These communities seek a solution to the nighttime
10sleep interruptions during the hours of 10:00pm and 7:00am,
11including the shoulder hours as well and wish to be eligible
12for noise mitigation assistance; and
 
13    WHEREAS, These communities are experiencing higher levels
14of jet noise, especially during phase one nighttime flight
15operations; and
 
16    WHEREAS, Under the existing federal statutory and
17regulatory schemes establishing noise contours and determining
18eligibility for noise mitigation assistance, these communities
19affected by O'Hare International Airport noise are not
20currently included; and
 
21    WHEREAS, The Chicago City Council placed the following

1referendum on the November 4, 2014 General Election Ballot:
 
2    "Should Congress pass a law that requires that the Federal
3Aviation Administration to revisit the criteria it uses to
4create "noise contours" that determine which residences near
5airports across the country are eligible for noise
6mitigation?"; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we express our support for the November 4, 2014 referendum
10question on noise mitigation; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12presented to the Commissioner of O'Hare International Airport,
13the Acting Administrator of the Federal Aeronautics
14Administration, to each member of the Illinois Congressional
15delegation, to each member of the Chicago City Council, and to
16the Mayor of the City of Chicago.
