HOUSE RESOLUTION

 
2    WHEREAS, The members of the House of Representatives have
3learned with great sadness of the passing of former Illinois
4Comptroller Dawn Clark Netsch; and
 
5    WHEREAS, Dawn Clark Netsch served with great distinction as
6a delegate in the 1970 Constitutional Convention and in the
7Illinois Senate; and
 
8    WHEREAS, Dawn Clark Netsch specialized in breaking glass
9ceilings; she will be forever remembered as the first woman to
10win state-wide constitutional office and the gubernatorial
11nomination of a major political party; and
 
12    WHEREAS, Dawn Clark Netsch brought a remarkable
13intellectual capacity and "hands-on" leadership to a wide
14breadth of issues, ranging from State finance to environmental
15quality, from voting rights to campaign finance reform; and
 
16    WHEREAS, Dawn Clark Netsch graduated magna cum laude from
17Northwestern University Law School; she later served at a
18Washington D.C. law firm, followed by a clerkship for U.S.
19District Court Judge Julius Hoffman; and
 
20    WHEREAS, Dawn Clark Netsch's achievements earned her many

1awards from groups like Common Cause, the Illinois
2Environmental Council, and the YMCA; in January of 2013, she
3was the recipient of a lifetime achievement award from Planned
4Parenthood on the 40th anniversary of Roe v. Wade; and
 
5    WHEREAS, Dawn Clark Netsch, through her work as an
6administrative and legal aide to Governor Otto Kerner, helped
7modernize Illinois government; and
 
8    WHEREAS, Dawn Clark Netsch taught a wide range of classes
9at Northwestern University Law School; she also co-authored a
10widely used text on state and local government; and
 
11    WHEREAS, While a native of Ohio by birth, Dawn Clark Netsch
12and her late husband, the internationally known architect,
13Walter Netsch, called Chicago home; and
 
14    WHEREAS, Dawn Clark Netsch was a major fan of the Chicago
15White Sox; her sense of humor was evident in her gubernatorial
16television advertisement that depicted her as a
17straight-shooting pool player; and
 
18    WHEREAS, Even in her final weeks, Dawn Clark Netsch
19continued to work for the people of this State through the
20Illinois Task Force on Campaign Reform and Chicago Mayor Rahm
21Emanuel's Ethics Reform Task Force; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we hail Dawn Clark Netsch for her life of vast accomplishments
4and we recognize her major contributions to improving the lives
5and livelihoods of the people of Illinois.
