HOUSE RESOLUTION

 
2    WHEREAS, The boundaries of the 32nd Representative
3District are generally in the inner city of Chicago extending
4to the southwest suburbs of Burbank, Bridgeview, Hickory Hills,
5and Justice, Illinois; and
 
6    WHEREAS, The 32nd Representative District has a voting-age
7population of 108,734 people of various ethnic and
8socio-economic backgrounds; and
 
9    WHEREAS, 27,909 of the residents of the 32nd Representative
10District live at or below the federal poverty level; and
 
11    WHEREAS, The 32nd Representative District ranks in the top
123 of Representative Districts reporting incidents of violent
13crime; and
 
14    WHEREAS, The Dan Ryan Expressway is that 12-mile portion of
15I-90/94 located in the City of Chicago spanning from
16approximately 95th Street to the south and Roosevelt Road to
17the north; and
 
18    WHEREAS, The Dan Ryan Expressway travels through the 32nd
19Representative District one linear mile from 67th Street to the
20north and 76th Street to the south; and

1    WHEREAS, Within the 32nd Representative District lies
2Halsted Street, one mile west of the Dan Ryan Expressway, and
3Cottage Grove Avenue, one mile east of the Dan Ryan Expressway;
4this area generally encompasses the communities of Englewood
5and Grand Crossing including the Park Manor neighborhood; and
 
6    WHEREAS, In November of 1985, Mayor Harold Washington
7entered into an intergovernmental agreement with the State of
8Illinois whereby the State of Illinois could operate Illinois
9State Lottery kiosks at O'Hare International Airport and,
10subsequently, Chicago Midway International Airport; and
 
11    WHEREAS, In November of 1985, Governor James R. Thompson
12entered into an intergovernmental agreement with the City of
13Chicago whereby the Illinois State Police would patrol the Dan
14Ryan Expressway and all other expressways in the City of
15Chicago; and
 
16    WHEREAS, The State of Illinois receives monies after the
17imposition of fines and penalties upon those persons cited for,
18among other things, improperly operating motor vehicles on the
19Dan Ryan Expressway between 67th Street and 76th Street; and
 
20    WHEREAS, The State of Illinois derives financial profits
21directly from the Illinois State Lottery kiosks located at both

1O'Hare International and Chicago Midway International
2Airports; and
 
3    WHEREAS, In fact, the Illinois State Lottery posted fiscal
4year 2013 revenues of: (1) $4,939,990 from O'Hare International
5Airport; (2) $696,776 from Chicago Midway International
6Airport; and (3) $656,000,000 overall; and
 
7    WHEREAS, It will not be a financial burden on the State of
8Illinois for the Illinois State Police to expand its patrol
9area, from the Dan Ryan Expressway between 67th Street and 76th
10Street one linear mile east and one linear mile west, to
11support efforts at combating violent crime in the State of
12Illinois; and
 
13    WHEREAS, Since as late as 1999, the Illinois State Police
14was dispatched to and patrolled the City of East St. Louis,
15Illinois to support efforts to combat crime in the State of
16Illinois; and
 
17    WHEREAS, As of the date of the filing of this resolution,
18over 700 registered voters, within the 2 mile rectangular
19boundary of the Dan Ryan Expressway between 67th Street and
2076th Street, have signed a petition imploring the Governor of
21the State of Illinois to dispatch the Illinois State Police,
22with all deliberate speed, to that specific area within the

132nd Representative District for a reasonable period of time;
2and
 
3    WHEREAS, These 700 affected residents of the 32nd
4Representative District have stated that they are in immediate
5need of assistance and relief to protect their health, safety
6and welfare; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9there is created the Englewood Violent Crime Task Force within
10the Illinois State Police, to consist of the following:
11        (1) the Governor, or his or her designee;
12        (2) the Mayor of the City of Chicago, or his or her
13    designee;
14        (3) the Mayor of the City of East St. Louis, or his or
15    her designee;
16        (4) the Illinois Attorney General, or his or her
17    designee;
18        (5) a member of the Illinois State's Attorneys
19    Association appointed by the President of the Association;
20        (6) a member of the Cook County Bar Association
21    appointed by the President of the Association;
22        (7) two members of the Illinois House of
23    Representatives chosen by the Speaker of the Illinois House
24    of Representatives, one of whom shall serve as co-chair;

1        (8) two members of the Illinois House of
2    Representatives chosen by the Minority Leader of the
3    Illinois House of Representatives;
4        (9) the President of the Park Manor Neighbors Community
5    Council;
6        (10) the Executive Director of Project Brotherhood;
7        (11) the President of the Student Government
8    Association at the University of Illinois at Chicago;
9        (12) the President of the Student Government
10    Association at Chicago State University;
11        (13) the Director of Corrections, or his or her
12    designee who must:
13            (A) be from the Division of Parole;
14            (B) be an active field agent; and
15            (C) possess at least a master's degree in criminal
16        justice or criminology;
17        (14) a faculty member of the Department of Criminology,
18    Law & Justice at the University of Illinois at Chicago
19    appointed by the President of the University of Illinois;
20        (15) a member of the Chicagoland Chamber of Commerce
21    appointed by the chairman of the board of the Chicagoland
22    Chamber of Commerce;
23        (16) a member of the Illinois Chamber of Commerce
24    appointed by the chairman of the board of the Illinois
25    Chamber of Commerce; and
26        (17) a member of the Illinois Retail Merchants

1    Association appointed by the President/CEO of the Illinois
2    Retail Merchants Association; and be it further
 
3    RESOLVED, That all appointments shall be made no later than
445 days following the adoption of this resolution; and be it
5further
 
6    RESOLVED, That the Task Force shall study and determine the
7causes of violent crime in Englewood and nearby affected
8communities; and be it further
 
9    RESOLVED, That the Task Force shall study and determine the
10feasibility of deploying the Illinois State Police to Englewood
11and nearby affected communities and neighborhoods; and be it
12further
 
13    RESOLVED, That the Task Force shall develop a comprehensive
14long-term solution to the effect of violent crime in Englewood
15and nearby affected communities; and be it further
 
16    RESOLVED, That the Task Force shall recommend a plan of
17action to substantially reduce the incidents of violent crime
18in Englewood and nearby affected communities; and be it further
 
19    RESOLVED, That the Task Force shall draft any necessary
20legislation and make any necessary recommendations for

1appropriations for the General Assembly to pass and the
2Governor to sign to place the plan of action into immediate
3effect; and be it further
 
4    RESOLVED, That the Task Force shall report its findings and
5recommendations and submit any and all proposed legislation to
6the Governor and General Assembly on or before December 31,
72015; and be it further
 
8    RESOLVED, That the members of the Task Force shall serve
9without compensation, but shall be reimbursed for their
10reasonable and necessary expenses from the funds appropriated
11for that purpose from the Illinois State Lottery; and be it
12further
 
13    RESOLVED, That a copy of this resolution be presented to
14the Speaker of the Illinois House of Representatives, the
15Minority Leader of the Illinois House of Representatives, the
16Governor of the State of Illinois, and the Director of State
17Police.
