HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives honor J. Thomas Johnson for his distinguished
4career of service to the people of the State of Illinois; and
 
5    WHEREAS, Tom was born in DeKalb County; he has been a
6resident of Cook County for most of his professional career; he
7earned his bachelor's degree in accounting from Northern
8Illinois University and is a registered Certified Public
9Accountant in Illinois; and
 
10    WHEREAS, Tom served as the Director of the Illinois
11Department of Revenue from 1980 to 1987; during that time, he
12served as President of the National Association of Tax
13Administrators and on President Ronald Reagan's Task Force on
14Worldwide Unitary Taxation, which was charged to review its
15impact on foreign trade and relations; and
 
16    WHEREAS, Tom was an original member and then Chairman of
17the Illinois Gaming Board from 1990 until 1999; and
 
18    WHEREAS, Before his appointment at the Department of
19Revenue, Tom served as the Director of the Illinois Department
20of Local Government Affairs, the agency then responsible for
21overseeing the State's administration of real and personal

1property taxation; and
 
2    WHEREAS, Tom became President of the Taxpayers' Federation
3of Illinois on April 1, 2006; and
 
4    WHEREAS, He served as a member of the Property Tax Reform
5and Relief Task Force, a body created by the General Assembly
6in 2007; and
 
7    WHEREAS, In 2009, Governor Pat Quinn appointed Tom chair of
8the Taxpayer Action Board, which was charged with identifying
9cost and operating efficiencies in Illinois' government
10programs; and
 
11    WHEREAS, Tom was formerly the Partner in Charge of KPMG's
12Chicago State and Local Tax Practice; and
 
13    WHEREAS, Before joining KPMG, he served as the National
14Director of State and Local Taxes for Grant Thornton; and
 
15    WHEREAS, Tom has been a member of the Board of Directors of
16the Civic Federation of Chicago, Chairman of the Tax Committee
17of the Chicagoland Chamber of Commerce, a member of the Tax
18Committee of the Illinois Chamber of Commerce, a member of the
19Director's Advisory Board of the Illinois Department of
20Revenue, and a member of the Board of the Illinois Tax

1Foundation and the Regional Development Committee of the
2Metropolitan Planning Council; and
 
3    WHEREAS, Tom has served as a member of the Advisory Boards
4of the Georgetown University Law School's State and Local Tax
5Institute, the National Institute on State and Local Taxation,
6and the AICPA and Illinois CPA Society's State and Local Tax
7Committees; and
 
8    WHEREAS, Tom's knowledge and experience have made him a
9valuable resource for the Governor and the General Assembly as
10they have considered changes in State and local tax policy; his
11participation in legislative and administrative deliberations
12for the last 30 years has resulted in significant improvements
13in the tax structure of this State; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we honor J. Thomas Johnson for his distinguished career of
17service to the people of the State of Illinois; and be it
18further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to J. Thomas Johnson as a symbol of our respect and
21esteem.
