HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to recognize Emma L. Wilson-King
4Foundation recent honoree, the Honorable Milton Wharton,
5retired Circuit Court Judge of the Twentieth Judicial Circuit;
6and
 
7    WHEREAS, The Emma L. Wilson-King Foundation was
8established in 2009 as a civic and educational foundation
9dedicated to the enhancement of the neighborhoods and community
10of East St. Louis; the foundation is a non-profit organization
11and was created to improve key elements of East St. Louis such
12as public parks, gardens, buildings, neighborhood
13organizations, and educational enhancement of both young and
14old through schools and community center; and
 
15    WHEREAS, The Emma L Wilson-King Foundation is part of a
16living legacy in memory of Mrs. Emma L Wilson-King, which is
17formed out of her strong yet simple sense of caring and giving
18regardless of personal wealth; she fostered relationships with
19those both young and old and instilled in them a sense of
20compassion to help others; and
 
21    WHEREAS, Judge Milton Wharton earned his law degree from
22DePaul University in 1975 and was appointed an associate judge

1in St. Clair County Circuit Court in 1976; in 1988, he was
2elected a full circuit judge in the 20th Judicial Circuit;
3known for his fairness and courtesy, he treated victims and
4their families with respect and empathy as well as respecting
5the rights of defendants; he is the recipient of many awards
6including the Martin Luther King Humanitarian Award, the
7Whitney E. Young Jr. Service Award of the Boy Scouts of
8America, and the Pro Ecclesia Et Pontifice from the late Pope
9John Paul II; he served as a member of the Southern Illinois
10University at Edwardsville (SIUE) Foundation Board of
11Directors and was named the SIUE Distinguished Alumnus of the
12Year in 1998; and
 
13    WHEREAS, Honorees are those whose actions personify the
14best in public service and education; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we recognize the Emma L. Wilson-King Foundation honoree, Milton
18Wharton; and be it further
 
19    RESOLVED, That a suitable copy of this resolution be
20presented to honoree Milton Wharton.
