HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Richard F. Kotz of Glencoe on his retirement from the Illinois Comprehensive Health Insurance Plan (CHIP) Board; and

WHEREAS, Richard Kotz was appointed to the Board on July 1, 1987 and served until October 26, 2012; he is one of the original and longest serving members of the Board; he served as CHIP Board Secretary and was a member of the Finance Committee and Evaluation Committee; and

WHEREAS, Richard Kotz works as a consultant and is a retired attorney; and

WHEREAS, Richard Kotz is a former Vice-President - Law and Deputy General Counsel of Sears, Roebuck, and Company; he is a former member of the Illinois Assembly on the Uninsured, former President and Executive Committee member and current board member of Mental Health America in Illinois, and current Treasurer and board member of Health and Disability Advocates; he is an Advisory Board Member of the Psychology Doctorate Program at the Chicago School of Professional Psychology and is a former consultant to the National Institute of Mental Health; he is a former Glencoe Village Trustee, former President and board member of the Midwest Regional Group, former National Board Member of the American Society of Corporate Secretaries, and former member of the American and Chicago Bar Associations; he served as Chairman of the Securities Law Committee of the Chicago Bar Association; and

WHEREAS, Richard Kotz has been married to Debbie for 48 years and they have 3 children and several grandchildren; he is a graduate of the Wharton School of Finance and Commerce of the University of Pennsylvania and the University of Pennsylvania School of Law; he has a Masters of Business Arts from The American University; he is an avid reader of history novels and mystery books; he belongs to a history club and enjoys theatre, music, and traveling; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Richard F. Kotz on his retirement from the Illinois Comprehensive Health Insurance Plan Board and wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Richard Kotz as an expression of our esteem and respect.
