HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Chuck Balling,
4Executive Director of the Glenview Park District, on receiving
5the 2012 Robert Artz Lifetime Achievement Award; and
 
6    WHEREAS, The Robert Artz Lifetime Achievement Award is
7named in honor of Robert Artz, who in 1979, was the newly
8elected executive director of the Illinois Association of Park
9Districts; although his life was cut short, his vision for
10parks, recreation, and conservation lives on; the award is
11presented to a person whose professionalism, dedication, and
12commitment have a lasting effect on parks and recreation; and
 
13    WHEREAS, Chuck Balling has spent his career devoted to
14Illinois parks and recreation; in Gurnee, he was instrumental
15in open space land acquisitions and development of new
16facilities including a $1.5 million renovation to Viking Park
17Community Center and development of the award winning Hunt Club
18Aquatic Center; in Glenview, he led the development of
19Community Park West, a 95-acre multi-use park, which included
20securing a $750,000 donation from the Glenview Youth Baseball
21Association; he negotiated with the Village of Glenview the
22successful transfer of the 32-acre Kent Fuller Air Station
23Prairie and Evelyn Tyner Center, a Platinum LEED-certified

1nature museum, as well as the 90-acre Gallery Park; and
 
2    WHEREAS, Chuck Balling has implemented cutting-edge
3business practices; his strategic planning process, which he
4has helped other park districts and organizations implement, is
5a unique collaborative effort; and
 
6    WHEREAS, Chuck Balling takes pride in mentoring future
7leaders and emphasizes continuing education and professional
8involvement; for 35 years he has dedicated himself to parks and
9recreation; and
 
10    WHEREAS, The Robert Artz Lifetime Achievement Award was
11presented to Chuck Balling on January 25, 2013, at the
12All-Conference Awards Luncheon held during the IAPD/IPRA
13Soaring to New Heights Conference at the Hyatt Regency in
14Chicago; more than 1,500 representatives and guests of Illinois
15park districts, forest preserves, conservation, recreation,
16and special recreation agencies attended; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate Chuck Balling on receiving the 2012 Robert Artz
20Lifetime Achievement Award; and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
