HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Colonel
4Janet M. Kamer, Ph.D. of Wheaton, who passed away on February
56, 2014; and
 
6    WHEREAS, Col. Janet Kamer retired from the United States
7Air Force in March of 2013 after 26 years of service; and
 
8    WHEREAS, Col. Janet Kamer received her Bachelor of Science
9in Psychology from the Illinois Institute of Technology in
10Chicago in 1971, her Master of Arts in Developmental Psychology
11from Columbia University in New York in 1974, her Master of
12Arts in Clinical Psychology from Loyola University in Chicago
13in 1978, her Postgraduate Association in Neurology from Yale
14University School of Medicine in 1980, and her Doctorate in
15Clinical Psychology from Loyola University in Chicago in 1981;
16she attended Squadron Officer School in 1994, Air Command and
17Staff College in 1997, and the Air War College in 2000; and
 
18    WHEREAS, Col. Janet Kamer was promoted to First Lieutenant
19on August 7, 1987, to Captain on August 8, 1989, to Major on
20March 10, 1994, to Lieutenant Colonel on September 18, 1998,
21and to Colonel on April 1, 2006; and

1    WHEREAS, Col. Janet Kamer began her military career as a
2Clinical Psychologist with the 440th Airlift Wing, General
3Mitchell International Airport in Milwaukee, Wisconsin from
4August of 1987 to December of 1988; she followed with
5assignments as a Clinical Psychologist with the 928th Tactical
6Airlift Group, O'Hare International Airport in Chicago from
7December of 1988 to October of 1989; as a Clinical Psychologist
8with the 88th Medical Group, Wright-Patterson Medical Center,
9Wright-Patterson AFB, Ohio from October of 1989 to November
102001; as a Clinical Psychologist, Deputy Director of
11Neuropsychology, Operation Desert Storm, 88th Medical Group,
12Wright-Patterson Medical Center, Wright-Patterson AFB, Ohio
13from January of 1990 to April 1990; as Consultant for Combat
14Stress Programs, Office of the Surgeon General, Air Force
15Medical Support Agency, AFMSA/SGOC, Bolling Air Force Base,
16Washington, D.C. from November of 2001 to January of 2004; as
17Consultant for Combat Stress Programs, Deployment Health
18Support Directorate, Office of the Assistant Secretary of
19Defense for Health Affairs, Falls Church, Virginia from January
20of 2004 to October of 2007; and as Command Consultant for
21Psychology Headquarters Air Force Reserver Command, Office of
22the Command Surgeon, Robbins AFB, Georgia from October of 2007
23to March of 2013; she was deployed to Mexico in 2012 as team
24lead for the Defense Institute of Medical Operations, 21st
25Century Warrior; and

1    WHEREAS, Col. Janet Kamer received numerous awards and
2decorations including the Meritorious Service Medal with two
3oak leaf clusters, the Air Force Commendation Medal, the Air
4Force Outstanding Unit award with three oak leaf clusters, the
5Air Force Recognition Award, the National Defense Service Medal
6with one service star, the Global War on Terrorism Service
7Medal, the Air Force Longevity Service Award with five oak leaf
8clusters, the Armed Forces Reserve Medal with one mobilization
9device and silver hourglass, the Air Force Training Ribbon, and
10the Medical Services Biomedical Sciences Corps Mobilization
11Augmentee of the Year 2008; and
 
12    WHEREAS, Col. Janet Kamer was an active supporter of many
13veteran's causes; she was a board member of the Reserve
14Officers Association National Defense Education Forum,
15past-President of the Reserve Officers Association Department
16of Illinois, President-Elect of the Military Officers
17Association Department of Illinois West Suburban Chapter,
18board member of the DuPage County Illinois Veterans Assistance
19Commission, and member of the Mental Health and Education
20Committees of Illinois Joining Forces; and
 
21    WHEREAS, In her civilian life, Col. Janet Kamer was the
22Director of Neuropsychology for Meier Clinics in Wheaton, and
23she was a professor at the College of DuPage; and

1    WHEREAS, Col. Janet Kamer was preceded in death by her son,
2Eric Kamer Meador, and by her parents Harry D. and Jean Kamer;
3and
 
4    WHEREAS, Col. Janet Kamer is survived by her husband, David
5R. Meador; her son, Lt. Commander Michael K. (Tracy) Meador,
6U.S.N.; her granddaughter, Natalie Erica; her sons, Monday
7Akogwu and Diedre Cardosa; and her brother, Harry F.
8(Maritherese) Kamer; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we mourn the passing of Colonel Janet M. Kamer, Ph.D., and
12extend our sincere condolences to her family, friends, and all
13who knew and loved her; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Col. Janet Kamer as an expression of
16our deepest sympathy.
