SYNOPSIS AS INTRODUCED:
 
20 ILCS 3005/6.02 new

    Amends the Governor's Office of Management and Budget Act. Provides that the Governor's Office of Management and Budget shall create, on its official Internet website, an electronic database to allow any State agency or nonprofit vendor to submit grant agreements and grant-related documents electronically and to provide for the public display of those documents on its website. Provides that any nonprofit vendor that is incapable of electronically filing its grant agreements and grant-related documents shall submit a written statement to the Office attesting to the reasons for its inability to do so, and that statement shall be published by the Office on the database. Provides that the Office shall update the database as additional information becomes available in a format that can be compiled and published on the database by the Office. Provides that each State agency shall cooperate with the Office in furnishing the information necessary for the implementation of this Section within a timeframe specified by the Office. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Governor's Office of Management and Budget
5Act is amended by adding Section 6.02 as follows:
 
6    (20 ILCS 3005/6.02 new)
7    Sec. 6.02. Grant agreement database.
8    (a) For the purposes of this Section, "State agency" means
9the offices of the constitutional officers identified in
10Article V of the Illinois Constitution, executive agencies, and
11departments, boards, commissions, and authorities under the
12Governor.
13    (b) Beginning January 1, 2014, the Office shall create, on
14its official Internet website, an electronic database to allow
15any State agency or nonprofit vendor to submit grant agreements
16and grant-related documents electronically and to provide for
17the public display of those documents on its website. All grant
18agreements and all grant-related documents, including progress
19reports, status updates, and final reports that nonprofit
20vendors are required to submit to the State, such as those
21filed pursuant to the Illinois Grant Funds Recovery Act, shall
22be submitted electronically to, and displayed publicly on, the
23database. Any nonprofit vendor that is incapable of

1electronically filing its grant agreements and grant-related
2documents shall submit a written statement to the Office
3attesting to the reasons for its inability to do so, and that
4statement shall be published by the Office on the database.
5Nothing in this amendatory Act of the 98th General Assembly
6shall be construed to impede the implementation of an
7Enterprise Resource Planning system.
8    (c) The database created under subsection (b) shall include
9all information required to be published by subsection (b) that
10is available to the Office in a format the Office can compile
11and publish on the database. The Office shall update the
12database as additional information becomes available in a
13format that can be compiled and published on the database by
14the Office.
15    (d) Each State agency shall cooperate with the Office in
16furnishing the information necessary for the implementation of
17this Section within a timeframe specified by the Office.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
