SYNOPSIS AS INTRODUCED:
 
30 ILCS 500/45-85 new

    Amends the Illinois Procurement Code. Provides that when a State contract for electronic data processing is to be awarded to the lowest responsible bidder, an otherwise qualified bidder who will fulfill the contract by employing exclusively Illinois residents shall be given a preference over other bidders unable or unwilling to do so, so long as the total contract price in the bid of the bidder who will employ exclusively Illinois residents is no more than 10% greater than the total contract price in the bid of the lowest responsible bidder who is unable or unwilling to do so. Effective July 1, 2014.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5adding Section 45-85 as follows:
 
6    (30 ILCS 500/45-85 new)
7    Sec. 45-85. Electronic data processing preference. When a
8State contract for electronic data processing is to be awarded
9to the lowest responsible bidder, an otherwise qualified bidder
10who will fulfill the contract by employing exclusively Illinois
11residents shall be given a preference over other bidders unable
12or unwilling to do so, provided that the total contract price
13in the bid of the bidder who will employ exclusively Illinois
14residents is no more than 10% greater than the total contract
15price in the bid of the lowest responsible bidder who is unable
16or unwilling to do so.
17    For the purposes of this Section, "contract for electronic
18data processing" means a contract for the lease, rental, or
19purchase of electronic data processing equipment and related
20devices, supplies, services, material, and space therefor, and
21personal services needed, including expenditures for the
22acquisition of electronic data processing equipment under
23multi-year lease, lease-purchase, or installment purchase
