SYNOPSIS AS INTRODUCED:
 
50 ILCS 705/10.16 new
50 ILCS 740/12.5 new
210 ILCS 50/3.52 new

    Amends the Illinois Police Training Act, the Illinois Fire Protection Training Act, and the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Law Enforcement Training Standards Board, the Office of the State Fire Marshal, and the Department of Public Health shall work with a statewide organization dealing with Alzheimer's disease to develop, adopt, or otherwise approve training courses regarding the risks associated with Alzheimer's disease and appropriate Alzheimer's disease recognition and response techniques. Requires police officers, persons seeking certification in a position of firefighter 1 or 2, and emergency medical technicians to satisfactorily complete an education course in Alzheimer's disease recognition and response techniques. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5adding Section 10.16 as follows:
 
6    (50 ILCS 705/10.16 new)
7    Sec. 10.16. Alzheimer's recognition and response;
8training.
9    (a) The Board shall work with a statewide organization
10dealing with Alzheimer's disease to develop, adopt, or
11otherwise approve a training course regarding the risks
12associated with Alzheimer's disease and appropriate
13Alzheimer's disease recognition and response techniques.
14    (b) The training may take the form of Internet, DVD, CD
15ROM, or classroom-based instruction. Nothing in this Act shall
16impose a train-the-trainer level requirement.
17    (c) Beginning on the effective date of this amendatory Act
18of the 98th General Assembly, a police officer must
19satisfactorily complete an education course in Alzheimer's
20disease recognition and response techniques before he or she is
21certified.
 
22    Section 10. The Illinois Fire Protection Training Act is

1amended by adding Section 12.5 as follows:
 
2    (50 ILCS 740/12.5 new)
3    Sec. 12.5. Alzheimer's recognition and response; training.
4    (a) The Office of the State Fire Marshal shall work with a
5statewide organization dealing with Alzheimer's disease to
6develop, adopt, or otherwise approve a training course
7regarding the risks associated with Alzheimer's disease and
8appropriate Alzheimer's disease recognition and response
9techniques.
10    (b) The training may take the form of Internet, DVD, CD
11ROM, or classroom-based instruction. Nothing in this Act shall
12impose a train-the-trainer level requirement.
13    (c) Every person who, after the effective date of this
14amendatory Act of the 98th General Assembly, is seeking
15certification in a position of firefighter 1 or 2, whose duties
16involve fire suppression, firefighting, or fire rescue,
17whether as a volunteer or as a paid employee, must
18satisfactorily complete an education course in Alzheimer's
19disease recognition and response techniques after the
20effective date of this amendatory Act of the 98th General
21Assembly.
 
22    Section 15. The Emergency Medical Services (EMS) Systems
23Act is amended by adding Section 3.52 as follows:

1    (210 ILCS 50/3.52 new)
2    Sec. 3.52. Alzheimer's recognition and response; training.
3    (a) The Department shall work with a statewide organization
4dealing with Alzheimer's disease to develop, adopt, or
5otherwise approve a training course and curriculum with the
6purpose of informing emergency medical technicians of the risks
7associated with Alzheimer's disease, as well as providing
8instruction in appropriate Alzheimer's disease recognition and
9response techniques.
10    (b) The training may take the form of Internet, DVD, CD
11ROM, or classroom-based instruction. Nothing in this Act shall
12impose a train-the-trainer level requirement.
13    (c) Before being certified by the Department, each
14emergency medical technician trained in basic life support
15services must satisfactorily complete the training course
16developed under subsection (a). Every person who, on the
17effective date of this amendatory Act of the 98th General
18Assembly, is serving in a capacity as a certified emergency
19medical technician must satisfactorily complete a continuing
20education course in Alzheimer's disease recognition and
21response techniques within 18 months after the effective date
22of this amendatory Act of the 98th General Assembly.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
