1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Municipal Clerk Training Act is amended by
5changing Sections 1, 2, 3, and 4 as follows:

7    Sec. 1. The Municipal Clerk Training Institute Committee
8shall establish a Municipal Clerk Training Institute and
9designate the number of times each year the program provided
10for in this Act shall be offered by the Institute. The location
11or locations within the State at which the program shall be
12offered each year shall be fixed by the Municipal Clerk
13Training Institute Committee, provided that any location so
14fixed shall be on the campus of one or more of the colleges or
15universities represented on the Committee.

18    Sec. 2. There is created the Municipal Clerk Training
19Institute Committee composed of 5 municipal clerks or deputy
20clerks, appointed by the Governor as provided herein, and one 9
21ex-officio member members, designated by the governing board of
22any public college or university in this State at the request

1of the Executive Board of the Municipal Clerks of Illinois as
2provided herein, as a representative representatives of public
3colleges and universities in this State. Each member appointed
4by the Governor after the effective date of this amendatory Act
5of 1987 shall be a certified municipal clerk recommended by the
6Executive Board of the Municipal Clerks of Illinois and serving
7as a municipal clerk at the time he or she is so recommended
8and appointed. The 2 additional municipal clerks appointed
9pursuant to the provisions of this amendatory Act of 1987 both
10shall be appointed to serve until the third Monday in January,
111992, or until their successors are appointed and qualified. Of
12the 3 municipal clerks serving as members of the Committee on
13the effective date of this amendatory Act of 1987, they shall
14determine by agreement or by lot one who shall continue to so
15serve until the third Monday in January, 1989, a second who
16shall continue to so serve until the third Monday in January,
171990, and a third who shall continue to so serve until the
18third Monday in January, 1991; provided, that each shall serve
19until his or her successor is appointed and qualified. Each
20successor of any member appointed to the Committee as a
21municipal clerk or deputy clerk shall be appointed to serve for
22a 4 year term expiring on the third Monday in January, or until
23his or her successor is appointed and qualified. Any vacancy
24occurring in the office of a Committee member appointed by the
25Governor, whether by death, resignation or otherwise, shall be
26filled by appointment by the Governor from a recommendation or

1recommendations made by the Executive Board of the Municipal
2Clerks of Illinois, in the same manner as original
3appointments. A member appointed to fill a vacancy shall serve
4for the remainder of the unexpired term or until his or her
5successor is appointed and qualified. In the event the Governor
6refuses to appoint a municipal clerk or deputy clerk
7recommended by the Executive Board of the Municipal Clerks of
8Illinois to either a full term or, in cases of a vacancy, to
9the remainder of an unexpired term on the Committee, such
10Executive Board shall promptly recommend one or more additional
11qualified persons to the Governor for such appointment. The
12term of the ex-officio member may be designated by the
13governing board of any public college or university in this
14State at the request of the Executive Board of the Municipal
15Clerks of Illinois. The terms of the 3 committee members
16designated by the Board of Trustees of the University of
17Illinois and serving on the effective date of this amendatory
18Act of 1987 shall terminate on that effective date, and the 4
19ex-officio members designated pursuant to the provisions of
20this amendatory Act of 1987 shall be designated as follows: one
21representative of the University of Illinois designated by the
22Board of Trustees of that University; one representative of
23Southern Illinois University designated by the Board of
24Trustees of that University; one representative designated by
25the Board of Governors of State Colleges and Universities of
26the several universities and colleges under its governance; and

1one representative designated by the Board of Regents of the
2several Regency Universities under its jurisdiction. The terms
3of the 2 ex-officio members designated as representatives of
4the Board of Governors of State Colleges and Universities and
5the Board of Regents shall terminate on the effective date of
6this amendatory Act of 1995. The 2 ex-officio members whose
7terms are terminated by this amendatory Act of 1995 shall be
8replaced by 7 additional ex-officio members, one representing
9the Board of Trustees of Chicago State University, one
10representing the Board of Trustees of Eastern Illinois
11University, one representing the Board of Trustees of Governors
12State University, one representing the Board of Trustees of
13Illinois State University, one representing the Board of
14Trustees of Northeastern Illinois University, one representing
15the Board of Trustees of Northern Illinois University, and one
16representing the Board of Trustees of Western Illinois
17University. The 9 ex-officio member members representing the
18public colleges and universities shall serve in an advisory
19capacity to the members appointed by the Governor, and each
20such ex-officio member shall serve at the pleasure of the
21governing board designating them to membership on the
22Committee. Members of the Committee shall serve without
23compensation.

1    Sec. 3. The Committee shall develop the curriculum for the
2Municipal Clerk Training Institute and include such subjects
3and courses as will provide methods for maintaining the
4services of municipal clerks or deputy clerks at a level
5consistent with the needs of the municipality and the public.
6The subjects selected shall include, but are not limited to, a
7study of the Illinois Municipal Code, parliamentary procedure,
8office management and the preparation of agendas, minutes and
9records.

12    Sec. 4. Each year, the The Institute shall offer (i) a
13course of at least 5 one-day sessions one week's duration which
14may be attended by municipal clerks or deputy clerks who have
15been newly appointed or elected to office, and (ii) an advanced
16a refresher course each year of at least 2 one-day sessions 2
17days' duration which may be attended by all other municipal
18clerks or deputy clerks. Attendance at courses offered by the
19Institute shall be restricted to municipal clerks and their
20deputies.
