1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Small Business and Workforce Development Task Force
6Act.
 
7    Section 5. Illinois Small Business and Workforce
8Development Task Force. The Illinois Small Business and
9Workforce Development Task Force is created as a 17-member Task
10Force. Four members of the Task Force shall be appointed by
11each legislative leader. One of the appointees by each
12legislative leader shall be a person representing small
13business, one of the appointees shall be a person representing
14labor, and 2 of the appointees shall be members of the General
15Assembly. Members of the Task Force shall receive no
16compensation, but may be reimbursed for their expenses from
17appropriations available for that purpose. The Chairperson of
18the University of Illinois Board of Trustees or his or her
19designee shall be the chairperson of the Task Force. The Task
20Force shall meet at the call of the Chair. Each Task Force
21member shall have a 2-year term. A legislative leader may
22appoint a replacement member upon the death, disability, or
23resignation of any member appointed by that leader.

1    Section 10. Administrative support. The University of
2Illinois shall provide administrative support to the Task
3Force.
 
4    Section 15. Task Force duties. The Task Force shall
5identify issues of importance to small business that may be
6addressed by the 98th General Assembly and future General
7Assemblies. The Task Force shall make recommendations
8regarding the issues identified. The issues and
9recommendations shall address access to capital, State
10procurement policies, State regulatory policies, program
11sustainability, and workforce concerns.
 
12    Section 20. Findings and recommendations. By November 30,
132013, and by November 30 of every year thereafter, the Task
14Force shall submit a report to the General Assembly setting
15forth its findings and recommendations. The requirement for
16reporting to the General Assembly shall be satisfied by filing
17copies of the report with the Speaker, Minority Leader, and
18Clerk of the House of Representatives, the President, Minority
19Leader, and Secretary of the Senate, and the Legislative
20Research Unit as required under Section 3.1 of the General
21Assembly Organization Act.
 
22    Section 97. Repeal. This Act is repealed January 1, 2017.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
