SENATE RESOLUTION

WHEREAS, The Smith-Lever Act of 1914 codified into federal law and provided funding for outreach endeavors at the Land-Grant Universities founded by the Morrill Act of 1862; the appropriation for Cooperative Extension as established by Smith-Lever was unique in that it set up a shared partnership among the federal, state, and county levels of government; a formula funding mechanism was designed to insure that there was support from each of the levels to help the fledgling system achieve stability and leverage resources; and

WHEREAS, The original formula called for federal funding to be divided in the following manner: 20% shared by all states in equal proportions, 40% shared in the proportion that the rural population inhabits, and 40% shared in the proportion that the farm population inhabits; and

WHEREAS, The original formula called federal funding to be divided in a manner based on an agrarian society; in the 1980s, Extension responded to societal problems, which included urban issues; 47% of Illinois Extension funds come from State sources, while 32% of funds come from federal sources, and 18% come from local sources; and

WHEREAS, University of Illinois Extension in Cook County continues to provide residents with programs to address urban issues in the 1990s, as the expansion of urban areas increased; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we designate the month of May 2014 as University of Illinois Extension in Cook County Month in the State of Illinois to celebrate the 100 years of dedicated service that Extension has provided to the residents of Cook County.
