SENATE RESOLUTION

 
2    WHEREAS, The Smith-Lever Act of 1914 codified into federal
3law and provided funding for outreach endeavors at the
4Land-Grant Universities founded by the Morrill Act of 1862; the
5appropriation for Cooperative Extension as established by
6Smith-Lever was unique in that it set up a shared partnership
7among the federal, state, and county levels of government; a
8formula funding mechanism was designed to insure that there was
9support from each of the levels to help the fledgling system
10achieve stability and leverage resources; and
 
11    WHEREAS, The original formula called for federal funding to
12be divided in the following manner: 20% shared by all states in
13equal proportions, 40% shared in the proportion that the rural
14population inhabits, and 40% shared in the proportion that the
15farm population inhabits; and
 
16    WHEREAS, The original formula called federal funding to be
17divided in a manner based on an agrarian society; in the 1980s,
18Extension responded to societal problems, which included urban
19issues; 47% of Illinois Extension funds come from State
20sources, while 32% of funds come from federal sources, and 18%
21come from local sources; and
 
22    WHEREAS, University of Illinois Extension in Cook County

1continues to provide residents with programs to address urban
2issues in the 1990s, as the expansion of urban areas increased;
3therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we designate the month
6of May 2014 as University of Illinois Extension in Cook County
7Month in the State of Illinois to celebrate the 100 years of
8dedicated service that Extension has provided to the residents
9of Cook County.
