SENATE RESOLUTION

 
2    WHEREAS, The State of Illinois is the largest insurer in
3the State, covering nearly one in every four citizens; and
 
4    WHEREAS, Enrollment under the Department of Healthcare and
5Family Services' Medical Programs currently totals
6approximately 2.8 million each month; and
 
7    WHEREAS, Healthcare will change significantly in the
8coming year with the implementation of the Affordable Care Act,
9giving new opportunities for health insurance to potentially
101.2 million people in Illinois; and
 
11    WHEREAS, Healthcare programs in Illinois have an immense -
12and growing - impact both in terms of taxpayer dollars and in
13terms of the effect they have on citizens across the State; and
 
14    WHEREAS, In this quickly evolving environment, the General
15Assembly must stay engaged in public healthcare issues and be
16prepared to make legislative and administrative
17recommendations; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the
20Senate Advisory Committee on Healthcare, consisting of 6

1members, appointed as follows: 3 members of the Senate majority
2caucus, appointed by the President of the Senate, and 3 members
3of the Senate minority caucus, appointed by the Senate Minority
4Leader; and be it further
 
5    RESOLVED, That the Advisory Committee shall designate one
6Democratic member and one Republican member of the committee to
7serve as co-chairs; and be it further
 
8    RESOLVED, That the Advisory Committee shall study public
9healthcare and make legislative and administrative
10recommendations with respect to the following issues:
11        (1) the progress of Public Act 96-1501, the Medicaid
12reform package, including the development and implementation
13of care coordination plans that best serve the needs of the
14citizens of this State while also considering any impact on
15current funding sources;
16        (2) the analysis and planning for the Medicaid
17expansion, including the examination of how best to maximize
18federal revenues associated with the expansion population;
19        (3) the development and implementation of new Medicaid
20rate methodologies for institutional providers;
21        (4) the examination of federal funding opportunities
22associated with the Affordable Care Act; and
23        (5) the interactions between Medicaid and the Health
24Insurance Exchanges, including how best to ensure seamless

1access to healthcare services; and be it further
 
2    RESOLVED, That the Department of Healthcare and Family
3Services and the Department of Insurance, in conjunction with
4legislative staff, shall provide administrative support to the
5Committee; and be it further
 
6    RESOLVED, That the Advisory Committee shall meet at the
7call of the chair; and be it further
 
8    RESOLVED, That the Advisory Committee shall share its
9legislative and administrative recommendations with the
10President of the Senate and Minority Leader of the Senate, as
11warranted; and be it further
 
12    RESOLVED, That suitable copies of this resolution be
13presented to the Governor, the Speaker and Minority Leader of
14the House of Representatives, the Director of Healthcare and
15Family Services, and the Director of Insurance; and be it
16further
 
17    RESOLVED, That, in the event that the House of
18Representatives passes a similar resolution, that the Senate
19will consider participating in a joint Senate/House Advisory
20Committee on Healthcare.
