| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Criminal Code of 2012 is amended by changing | 5 | | Section 17-24 as follows:
| 6 | | (720 ILCS 5/17-24)
| 7 | | Sec. 17-24. Fraud Mail fraud and wire fraud .
| 8 | | (a) Fraud Mail fraud . A person commits mail fraud when he | 9 | | or she: | 10 | | (1) knowingly devises or intends to devise any scheme | 11 | | or artifice to defraud, or to obtain money or property by | 12 | | means of false or fraudulent pretenses, representations, | 13 | | or promises, or to sell, dispose of, loan, exchange, alter, | 14 | | give away, distribute, supply, or furnish or procure for | 15 | | unlawful use any counterfeit obligation, security, or | 16 | | other article, or anything represented to be or intimated | 17 | | or held out to be such a counterfeit or spurious article . ; | 18 | | and | 19 | | (2) (blank). with the intent to execute such scheme or | 20 | | artifice or to attempt to do so, does any of the following: | 21 | | (A) (Blank). Places in any post office or | 22 | | authorized depository for mail matter within this | 23 | | State any matter or thing to be delivered by the United |

| 1 | | States Postal Service, according to the direction on | 2 | | the matter or thing. | 3 | | (B) (Blank). Deposits or causes to be deposited in | 4 | | this State any matter or thing to be sent or delivered | 5 | | by mail or by private or commercial carrier, according | 6 | | to the direction on the matter or thing. | 7 | | (C) (Blank). Takes or receives from mail or from a | 8 | | private or commercial carrier any such matter or thing | 9 | | at the place at which it is directed to be delivered by | 10 | | the person to whom it is addressed. | 11 | | (D) (Blank). Knowingly causes any such matter or | 12 | | thing to be delivered by mail or by private or | 13 | | commercial carrier, according to the direction on the | 14 | | matter or thing. | 15 | | (b) (Blank). Wire fraud. A person commits wire fraud when | 16 | | he or she:
| 17 | | (1) (blank). devises or intends to devise a scheme or | 18 | | artifice to defraud or to
obtain money or property by means | 19 | | of false pretenses, representations, or
promises; and
| 20 | | (2) (blank). for the purpose of executing the scheme or | 21 | | artifice, transmits or causes to be transmitted any | 22 | | writings, signals, pictures, sounds, or electronic or | 23 | | electric impulses by means of wire, radio, or television | 24 | | communications: | 25 | | (A) (blank). from within this State;
or
| 26 | | (B) (blank). so that the transmission is received |

| 1 | | by a person within this State; or
| 2 | | (C) (blank). so that the transmission may be | 3 | | accessed by a person within this State.
| 4 | | (c) (Blank). Jurisdiction. | 5 | | (1) (Blank). Mail fraud using a government or private | 6 | | carrier occurs in the county in which mail or other matter | 7 | | is deposited with the United States Postal Service or a | 8 | | private commercial carrier for delivery, if deposited with | 9 | | the United States Postal Service or a private or commercial | 10 | | carrier within this State, and the county in which a person | 11 | | within this State receives the mail or other matter from | 12 | | the United States Postal Service or a private or commercial | 13 | | carrier.
| 14 | | (2) (Blank). Wire fraud occurs in the county from which | 15 | | a
transmission is sent, if the transmission is sent from | 16 | | within this State, the
county in which a person within this | 17 | | State receives the transmission, and the
county in which a | 18 | | person who is within this State is located when the person
| 19 | | accesses a transmission.
| 20 | | (d) Sentence. A violation of this Section is a Class 3 | 21 | | felony.
| 22 | | The period of limitations for prosecution of any offense | 23 | | defined in this
Section begins at the time when the last act in | 24 | | furtherance of the scheme or
artifice is committed.
