SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-1184 new

    Amends the Counties Code. Provides that Kendall County may by ordinance, after notice and a public hearing, create a Special County Ordinance Area consisting of 2 square miles or less of contiguous unincorporated land and with a population of at least 6,000. Further provides that the county board shall also appoint an unpaid Special Ordinance Advisory Committee consisting of 6 members.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-1184 as follows:
 
6    (55 ILCS 5/5-1184 new)
7    Sec. 5-1184. Special County Ordinance Area creation;
8ordinances regulating the Special County Ordinance Area;
9hearing and notice.
10    (a) Kendall County may by ordinance create a Special County
11Ordinance Area consisting of 2 square miles or less of
12contiguous unincorporated land. The Special County Ordinance
13Area must have a population of at least 6,000. A majority vote
14of the members of the county board must approve the ordinance.
15    (b) Within 10 days of approving an ordinance that creates a
16Special County Ordinance Area, the county board shall appoint
17five persons residing in the Special County Ordinance Area and
18one member of the county board to a Special Ordinance Advisory
19Committee. The county board member of the Advisory Committee
20shall serve as its president and preside over all Advisory
21Committee meetings. The Advisory Committee shall meet as
22required by the county board and shall advise the board on
23matters concerning the Special County Ordinance Area including

1any proposed ordinances for the Special County Ordinance Area.
2Members of the Advisory Committee shall not be paid for their
3services.
4    (c) The county may by ordinance regulate the Special County
5Ordinance Area using any powers afforded to the county by this
6Code. A majority vote of the members of the county board must
7approve any ordinance relating to the Special County Ordinance
8Area.
9    (d) Before adopting any ordinances pursuant to this
10Section, the county board shall give public notice of and hold
11a public hearing on the ordinance. This hearing may be part of
12a regularly scheduled meeting of the county board. The notice
13shall be published in a newspaper of general circulation within
14the county not more than 30 days nor less than 10 days prior to
15the hearing.
