HOUSE JOINT RESOLUTION

 
2    WHEREAS, The State of Illinois has recently become a
3negative growth state, losing more residents than it takes in;
4and
 
5    WHEREAS, In 2014, around 94,000 Illinois residents moved
6out to other U.S. states and other parts of the world; and
 
7    WHEREAS, There are a variety of reasons for which
8Illinoisans might want to move elsewhere, including extended
9family persuasion, economic opportunity, political
10environment, and preferred climates; and
 
11    WHEREAS, There are many reasons as to why many Illinois
12residents remain in the State, notwithstanding family history,
13economic opportunities, world-class cities, historic sites,
14and natural sites; and
 
15    WHEREAS, It is still not certain as to why many Illinois
16residents are leaving our State; a survey could help Illinois
17legislators address the issues that are most determinant in
18influencing Illinois residents to move elsewhere; therefore,
19be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
2SENATE CONCURRING HEREIN, that we urge the Illinois Department
3of Commerce and Economic Opportunity to create and distribute a
4survey for the purposes of identifying the main reasons for
5which Illinois residents choose to leave our State; and be it
6further
 
7    RESOLVED, That we urge the Department to make a reasonable
8attempt to have former Illinois residents fill out this survey
9so as to understand their decision to move out and to utilize
10cost-free online survey websites to create an inexpensive
11survey of this kind; and be it further
 
12    RESOLVED, That we urge the Department to provide survey
13results to the General Assembly by December 1, 2016; and be it
14further
 
15    RESOLVED, That suitable copies of this resolution be
16delivered to Governor Bruce Rauner, Speaker of the House
17Michael J. Madigan, Senate President John J. Cullerton, and
18Department of Commerce and Economic Opportunity Director Jim
19Schultz.
