SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new
ILCON Art. V, Sec. 2

    Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides a person may not hold the office of State Senator or State Representative for more than 12 years, or a combination of those offices for more than 16 years. Provides that a person may not serve more than 2 terms within the Office of the Governor. Provides that a person may not serve more than 3 terms within the same Executive Branch office.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 2.5 of Article IV
9and amend Section 2 of Article V of the Illinois Constitution
10as follows:

THE LEGISLATURE

13    (ILCON Art. IV, Sec. 2.5 new)
14SECTION 2.5. TERM LIMITS. A person may not hold the office of
15State Senator or State Representative for more than 12 years,
16or a combination of those offices for more than 16 years.
17Service before the second Wednesday in January of 2015 shall
18not be considered in the calculation of a person's service.

1SECTION 2. TERMS
2    (a) These elected officers of the Executive Branch shall
3hold office for four years beginning on the second Monday of
4January after their election and, except in the case of the
5Lieutenant Governor, until their successors are qualified.
6They shall be elected at the general election in 1978 and every
7four years thereafter.
8    (b) A person may not serve more than 2 terms within the
9office of the Governor.
10    (c) A person may not serve more than 3 terms within the
11same Executive Branch office. A person is considered to serve a
12term of office for the purpose of this subsection if the person
13is elected or appointed to serve any portion of the term.

SCHEDULE
16    This Constitutional Amendment takes effect upon being
17declared adopted in accordance with Section 7 of the Illinois
18Constitutional Amendment Act.
