HOUSE RESOLUTION

 
2    WHEREAS, Most of the City of Chicago is divided
3economically into rich or poor; economic segregation
4concentrates not only the poor, but also the wealthy; the
5growth of concentrated poverty on the City's South and West
6sides and the decline of Chicago's middle class means that
7other areas must, in contrast, have concentrated wealth; and
 
8    WHEREAS, When poverty rates and segregation are high in
9metropolitan areas, those regions perform worse economically
10relative to less segregated areas; regions segregated by race
11as well as skills have slower rates of income growth and
12property value appreciation; and
 
13    WHEREAS, Chicago ranks third on the list of cities with
14isolated wealth, behind Boston and Philadelphia; and
 
15    WHEREAS, The Metropolitan Planning Council has been
16working on a range of efforts to spur healthy, mixed-income
17communities; for a decade, they have been working with 9
18regional housing authorities through the Regional Housing
19Initiative to provide subsidies for affordable housing in
20low-poverty communities near transit; recent changes to the
21Chicago's Affordable Requirements Ordinance will result in
22more affordable housing in market-rate buildings in

1high-income communities; and
 
2    WHEREAS, The Chicago Housing Authority is increasingly
3partnering with developers in profitable real estate markets to
4place public housing units in North Side neighborhoods; and
 
5    WHEREAS, Chicago TREND is embarking on an ambitious
6strategy to bring retail to underserved communities, thus
7better serving existing residents and increasing the
8likelihood of attracting new services; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11urge the City of Chicago to continue to utilize all resources
12available to it to decrease the economic segregation that
13plagues the City and to create a strong middle class; and be it
14further
 
15    RESOLVED, That Chicago will no longer be a city divided,
16but a city connected; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Chicago Mayor Rahm Emanuel.
