HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate and celebrate 19th
4Circuit Court Judge John T. Phillips on the occasion of his
5retirement on January 25, 2016; and
 
6    WHEREAS, Judge John Phillips will retire to pursue other
7interests after serving the 19th Circuit Court for more than 20
8years; and
 
9    WHEREAS, Judge John Phillips graduated from Coe College in
101969 and the University of Iowa College of Law in 1972; and
 
11    WHEREAS, Judge John Phillips served in the United States
12Air Force before entering private practice in Grayslake, where
13he became a partner in the firm of Churchill, Baumgartner, and
14Phillips, Ltd.; and
 
15    WHEREAS, Judge John Phillips was appointed to serve as an
16Associate Judge in 1993; he was subsequently elected to serve
17as Circuit Judge in 2006 and as Chief Judge in 2014; and
 
18    WHEREAS, Judge John Phillips has served in every division
19of the circuit, but is best known for presiding over the
20Treatment Courts from 2005 until 2014, which include Drug

1Court, Mental Health Court, and Veterans Court; he also
2continues to serve on the Special Supreme Court Advisory
3Committee for Justice and Mental Health Planning of the
4Illinois Supreme Court; and
 
5    WHEREAS, Judge John Phillips has said that you will know
6when it's your time to go and he believes that time has come
7for him; his knowledge, wisdom, trial expertise, and management
8skills will be difficult to replace and he will truly be
9missed; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12thank and congratulate 19th Circuit Court Judge John T.
13Phillips for his many years of service and wish him all the
14best in his future endeavors; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Judge John Phillips as an expression of our
17congratulations and appreciation for a job well done.
