1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.866 and 5.867 as follows:
 
6    (30 ILCS 105/5.866 new)
7    Sec. 5.866. The U.S.S. Illinois Commissioning Fund. This
8Section is repealed on December 31, 2017.

10    Sec. 5.867. The Autism Care Fund.
 
11    Section 10. The Illinois Income Tax Act is amended by
12adding Section 507DDD, 507EEE, and 507FFF as follows:
 
13    (35 ILCS 5/507DDD new)
14    Sec. 507DDD. Special Olympics Illinois and Special
15Children's Checkoff. For taxable years beginning on or after
16January 1, 2015, the Department shall print on its standard
17individual income tax form a provision indicating that if the
18taxpayer wishes to contribute to the Special Olympics Illinois
19and Special Children's Charities Checkoff Fund as authorized by
20this amendatory Act of the 99th General Assembly, he or she may

1do so by stating the amount of the contribution (not less than
2$1) on the return and that the contribution will reduce the
3taxpayer's refund or increase the amount of payment to
4accompany the return. Failure to remit any amount of increased
5payment shall reduce the contribution accordingly. This
6Section shall not apply to an amended return. For the purpose
7of this Section, the Department of Revenue must distribute the
8moneys as provided in 21.9(b) of the Illinois Lottery Law: (i)
975% of the moneys to Special Olympics Illinois to support the
10statewide training, competitions, and programs for future
11Special Olympics athletes; and (ii) 25% of the moneys to
12Special Children's Charities to support the City of
13Chicago-wide training, competitions, and programs for future
14Special Olympics athletes.
 
15    (35 ILCS 5/507EEE new)
16    Sec. 507EEE. U.S.S. Illinois Commissioning Fund checkoff.
17For taxable years ending on or after December 31, 2014 and
18ending on or before December 31, 2016, the Department must
19print on its standard individual income tax form a provision
20(i) indicating that if the taxpayer wishes to contribute to the
21U.S.S. Illinois Commissioning Fund, a special fund created in
22the State treasury, for the purpose of donating to the U.S.S.
23Illinois Commissioning Committee, as authorized by this
24amendatory Act of the 99th General Assembly, he or she may do
25so by stating the amount of the contribution (not less than $1)

1on the return and (ii) stating that the contribution will
2reduce the taxpayer's refund or increase the amount of payment
3to accompany the return. Failure to remit any amount of
4increased payment shall reduce the contribution accordingly.
5Notwithstanding any other provision of law, moneys deposited
6into the U.S.S. Illinois Commissioning Fund from contributions
7under this Section shall be used by the Department of Military
8Affairs to make grants to the U.S.S. Illinois Commissioning
9Committee. This Section does not apply to any amended return.
10    This Section is repealed on December 31, 2017.

12    Sec. 507FFF. Autism Care Fund checkoff. For taxable years
13ending on or after December 31, 2015, the Department must print
14on its standard individual income tax form a provision (i)
15indicating that if the taxpayer wishes to contribute to the
16Autism Care Fund, a special fund created in the State treasury,
17for the purpose of donating to the Autism Society of Illinois,
18as authorized by this amendatory Act of the 99th General
19Assembly, he or she may do so by stating the amount of the
20contribution (not less than $1) on the return and (ii) stating
21that the contribution will reduce the taxpayer's refund or
22increase the amount of payment to accompany the return. Failure
23to remit any amount of increased payment shall reduce the
24contribution accordingly. Notwithstanding any other provision
25of law, moneys deposited into the Autism Care Fund from

1contributions under this Section shall be used by the
2Department of Human Services to make grants to the Autism
3Society of Illinois. This Section does not apply to any amended
4return.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
