Amends the State Finance Act. Re-creates the Comprehensive Regional Planning Fund. Provides a continuing appropriation of $5,000,000 adjusted for inflation from the General Revenue Fund to the Fund. Directs the Department of Transportation to annually distribute moneys received in the Fund without appropriation according to a specified formula. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The State Finance Act is amended by changing | 5 | | Section 6z-69 as follows: | 6 | | (30 ILCS 105/6z-69) | 7 | | Sec. 6z-69. Comprehensive Regional Planning Fund. | 8 | | (a) As soon as possible after July 1, 2016 2007 , and on | 9 | | each July 1 thereafter until July 1, 2010 , the State Treasurer | 10 | | shall transfer $5,000,000 from the General Revenue Fund to the | 11 | | Comprehensive Regional Planning Fund. Beginning in 2017, the | 12 | | amount of $5,000,000 shall annually be increased by the annual | 13 | | unadjusted percentage increase (but not less than zero) of the | 14 | | Consumer Price Index for All Urban Consumers published by the | 15 | | United States Department of Labor (United States city average, | 16 | | all items, 1982-84 = 100) as reported on January 1 of that | 17 | | year. If for any reason the aggregate appropriations made | 18 | | available are insufficient to meet the total amount of transfer | 19 | | required by this subsection, this subsection shall constitute a | 20 | | continuing appropriation of all amounts necessary for these | 21 | | purposes. | 1 | | of Transportation shall make lump sum distributions from the | 2 | | Comprehensive Regional Planning Fund as soon as possible after | 3 | | each July 1 from all federal and other moneys received to the | 4 | | recipients and in the amounts specified in subsection (c). The | 5 | | recipients must use the moneys for comprehensive regional | 6 | | planning purposes. | 7 | | (c) Each year's distribution under subsection (b) shall be | 8 | | as follows: (i) 70% to the Chicago Metropolitan Agency for | 9 | | Planning (CMAP); (ii) 25% to the State's other Metropolitan | 10 | | Planning Organizations (exclusive of CMAP), each Organization | 11 | | receiving a percentage equal to the percent its area population | 12 | | represents to the total population of the areas of all the | 13 | | State's Metropolitan Planning Organizations (exclusive of | 14 | | CMAP); and (iii) 5% to the State's Rural Planning Agencies, | 15 | | each Agency receiving a percentage equal to the percent its | 16 | | area population represents to the total population of the areas | 17 | | of all the State's Rural Planning Agencies.

Notwithstanding any other provision of law, in | 19 | | addition to any other transfers that may be provided by law, on | 20 | | July 1, 2011, or as soon thereafter as practical, the State | 21 | | Comptroller shall direct and the State Treasurer shall transfer | 22 | | the remaining balance from the Comprehensive Regional Planning | 23 | | Fund into the General Revenue Fund. Upon completion of the | 24 | | transfers, the Comprehensive Regional Planning Fund is | 25 | | dissolved, and any future deposits due to that Fund and any | 26 | | outstanding obligations or liabilities of that Fund pass to the |
