1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Opportunities for At-Risk Women Act is
5amended by changing Sections 5 and 15 as follows:
 
6    (20 ILCS 5075/5)
7    Sec. 5. Task Force. There is created within the Department
8of Commerce and Economic Opportunity the Task Force on
9Opportunities for At-Risk Women, composed of the following
10members who shall be appointed within 60 days after the
11effective date of this amendatory Act of the 100th General
12Assembly:
13        (1) one member appointed by the Speaker of the House of
14    Representatives;
15        (2) one member appointed by the Minority Leader of the
16    House of Representatives;
17        (3) one member appointed by the President of the
18    Senate;
19        (4) one member appointed by the Minority Leader of the
20    Senate;
21        (5) the Secretary of State, or his or her designee;
22        (6) the Executive Director of the Criminal Justice
23    Information Authority, or his or her designee;

1        (7) the Director of the Department of Children and
2    Family Services, or his or her designee;
3        (8) the Director of the Department of Commerce and
4    Economic Opportunity, or his or her designee;
5        (9) the Director of the Department of Employment
6    Security, or his or her designee;
7        (10) the Director of the Department of Healthcare and
8    Family Services, or his or her designee;
9        (11) the Executive Director of the Community College
10    Board, or his or her designee;
11        (12) the Superintendent of the State Board of
12    Education, or his or her designee; and
13        (13) such other members as the Governor may appoint,
14    who shall be experts with the following backgrounds:
15    educators, prison officials, 21st Century programmers or
16    other after school tutoring programs that are implemented
17    in other counties throughout Illinois, community
18    organization service providers, local college personnel,
19    healthcare personnel, housing authority personnel, and
20    addiction and recovery personnel.
21    Members shall serve for 4-year terms and may be
22reappointed. Vacancies shall be filled by the respective
23appointing authorities for the remainder of the current term.
24Members shall serve without compensation but may be reimbursed
25for reasonable expenses from funds appropriated for that
26purpose.

1    Members shall elect from their number a chairperson, and
2such other officers as they may choose, for a 2-year term. The
3Task Force shall meet at the call of the chair, but not less
4than quarterly twice per year. The Department of Commerce and
5Economic Opportunity shall provide administrative support,
6technical assistance, meeting space, and funding to the Task
7Force.

10    Sec. 15. Annual report. On or before January 1, 2018, and
11on or before January 1 of each year thereafter, the The Task
12Force shall report annually to the Governor and the General
13Assembly on its activities and shall include any
14recommendations for legislation or rulemaking to facilitate
15its work in the targeted areas of assistance and outsourcing.

17    Section 99. Effective date. This Act takes effect upon
18becoming law.
