SYNOPSIS AS INTRODUCED:
 
20 ILCS 210/8  from Ch. 127, par. 1708

    Amends the State Fair Act. Provides that up to 15 (rather than 20) persons may be appointed by the Governor to the Board of State Fair Advisors. Provides that initial appointments made after the effective date of bill shall be for terms of one, 2, and 3 years staggered to provide for the selection of 5 members each year. Provides that all subsequent appointments shall be for terms of 3 years. Provides that all terms shall commence on the 3rd Monday in January. Provides that members may not serve more than 2 consecutive 3-year terms or a total of 8 consecutive years if the member's initial appointment is less than a 3-year term. Provides that a former member may return to the Board if he or she has not been a member for at least one year prior to reappointment. Makes other technical changes. Effective January 1, 2019.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Fair Act is amended by changing
5Section 8 as follows:
 
6    (20 ILCS 210/8)  (from Ch. 127, par. 1708)
7    Sec. 8. There is created a Board of State Fair Advisors
8consisting of the Director, 4 ex-officio members as hereafter
9named, and up to 15 20 persons appointed by the Governor. The
10Chairman and minority spokesman of the House Agriculture and
11Conservation Committee and the Chairman and minority spokesman
12of the Senate Agriculture, Conservation and Energy Committee of
13the Illinois General Assembly shall serve as ex-officio
14members. No more than 3 of the Board members shall be appointed
15from any one county. Initial appointments made after the
16effective date of this amendatory Act of the 100th General
17Assembly shall be for terms of one, 2, and 3 years staggered to
18provide for the selection of 5 members each year. All
19subsequent appointments shall be for terms of 3 years. All
20terms shall commence on the 3rd Monday in January. Members may
21not serve more than 2 consecutive 3-year terms or a total of 8
22consecutive years if the member's initial appointment is less

1he or she has not been a member for at least one year prior to
2reappointment. Appointments made prior to the effective date of
3this amendatory Act of the 100th General Assembly shall not be
4considered when calculating a member's time served on the
5Board. Members of the State Fair Advisory Board shall serve for
62 year terms commencing on the third Monday of January of each
7odd-numbered year. The Governor shall in making appointments to
8the Board provide for a representation of the operational
9interests of the State Fair and this State the State of
10Illinois. Members of the Board shall receive no compensation,
11but shall be reimbursed for necessary expenses incurred in the
12performance of their duties. An appointed member's office
13becomes vacant upon his or her absence from 2 consecutive
14regularly scheduled meetings. The Director or his or her
15authorized representative from the Department shall act as
16chairman of the Board. The duties of the Board are to advise
17the Director and the Department on matters concerning the
18operation of each State Fair and State Fairgrounds as they
19pertain to varied interests in the State Fairs and the people
20of this State the State of Illinois.

22    Section 99. Effective date. This Act takes effect January
