Amends the Animal Welfare Act. Provides that an animal shelter that creates or has an existing program where veterans of the United States Armed Forces may adopt an animal at a discounted rate or at no charge, the Department of Agriculture shall charge a discounted fee for licensing or renewal for that animal shelter.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Animal Welfare Act is amended by changing | 5 | | Sections 5 and 7 as follows:
| 6 | | (225 ILCS 605/5) (from Ch. 8, par. 305)
| 7 | | Sec. 5. Original licenses. Applications by individuals for | 8 | | original licenses shall be made to
the Department, shall be in | 9 | | writing on forms prescribed by
the Department and shall be | 10 | | accompanied by the required fee, which shall
not be returnable. | 11 | | An animal shelter that creates or has an existing program where | 12 | | veterans of the United States Armed Forces may adopt an animal | 13 | | at a discounted rate or at no charge, the Department shall | 14 | | charge a discounted fee required for licensing under this | 15 | | Section for that animal shelter. Any such application shall | 16 | | require such information
as in the judgment of the Department | 17 | | will enable the Department to pass
on the qualifications of the | 18 | | applicant for a license. It shall include,
but need not be | 19 | | limited to information concerning age, citizenship,
present | 20 | | residence, location of the business licensed under this Act,
| 21 | | including the location of all foster homes,
description of | 22 | | facilities to be used, present and previous business
| 23 | | connections and experience, bank and professional references, |

any license of the applicant under this Act or any | 2 | | federal, state,
county or local law, ordinance or regulation, | 3 | | relating to dealing in or
handling dogs or cats, ever was | 4 | | suspended or revoked and whether the
applicant ever has been | 5 | | convicted of a felony. Such felony conviction
may be taken into | 6 | | consideration by the Department in determining
qualifications | 7 | | for licensing but shall not operate as a bar to
licensing.

and shall | 15 | | be accompanied by the required fee, which shall not be

An animal shelter that creates or has an existing | 17 | | program where veterans of the United States Armed Forces may | 18 | | adopt an animal at a discounted rate or at no charge, the | 19 | | Department shall charge a discounted fee required for renewal | 20 | | under this Section for that animal shelter.
