HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Founders of our country empowered state
3legislators to be guardians of liberty against future abuses of
4power by the federal government; and
 
5    WHEREAS, The federal government has created a crushing
6national debt through improper and imprudent spending; and
 
7    WHEREAS, The federal government has invaded the legitimate
8roles of the states through the manipulative process of federal
9mandates, most of which are unfunded to a great extent; and
 
10    WHEREAS, The federal government has ceased to live under a
11proper interpretation of the Constitution of the United States;
12and
 
13    WHEREAS, It is the solemn duty of the states to protect the
14liberty of our people - particularly for the generations to
15come - by proposing Amendments to the Constitution of the
16United States through a Convention of the States under Article
17V for the purpose of restraining these and related abuses of
18power; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE

1CONCURRING HEREIN, that the State of Illinois hereby makes
2application to Congress under the provisions of Article V of
3the Constitution of the United States for the calling of a
4convention of the states limited to proposing amendments to the
5Constitution of the United States that impose fiscal restraints
6on the federal government and limit the power and jurisdiction
7of the federal government; and be it further
 
8    RESOLVED, That, pursuant to Article V of the Constitution
9of the United States, we join the other states that have called
10for a convention for the specific and exclusive purpose of
11proposing amendments to the Constitution of the United States
12limited to the purposes stated herein; provided, however, that
13the delegates from Illinois to said convention are expressly
14limited to consideration and support of amendments that impose
15fiscal restraints on the federal government and limit the
16federal government's power and jurisdiction; that it is our
17express intention that this application shall be aggregated
18with the subsequent applications of other states limited to the
19purposes identified in this application; and be it further
 
20    RESOLVED, That the convention delegates from Illinois are
21hereby instructed not to support any amendment proposals
22regarding term limits for federal officials or for members of
23Congress; and be it further

1    RESOLVED, That copies of this application be provided to
2the President and Secretary of the United States Senate and to
3the Speaker and Clerk of the United States House of
4Representatives; and be it further
 
5    RESOLVED, That this application constitutes a continuing
6application in accordance with Article V of the United States
7Constitution until the legislatures of at least two-thirds of
8the states have made applications on the same subject.
