HOUSE RESOLUTION

 
2    WHEREAS, Illinois families currently face one of the
3highest tax burdens in the nation; and
 
4    WHEREAS, Illinois consistently ranks among the states with
5the highest property tax liabilities, with only New Jersey
6having a higher average property tax bill; and
 
7    WHEREAS, An Illinois homeowner living in a home valued at
8$184,000 (the median home value in the United States) pays
9approximately $4,300; a homeowner living in Wisconsin, by
10comparison, pays approximately $3,600; in Michigan, $3,200; in
11Iowa, $2,800; in Missouri, $1,800; and in Indiana and Kentucky,
12$1,600; and
 
13    WHEREAS, Illinois is losing population; families in
14Illinois have been forced to live in a State where their
15government appears to only continue finding ways of punishing
16its residents with an ever-growing need for raising taxes,
17without making an structural changes that seek to stabilize the
18out-of-control spending; and
 
19    WHEREAS, A new proposal is recommending that there be a
20state-wide property tax levied on homes, leading to an average
21property tax bill increase of 40 percent; and

1    WHEREAS, Such a proposal would, yet again, continue on the
2wrong trajectory without any guarantee that services will
3improve, the State's crippling debt will be paid, or any
4positive benefit will be realized; conversely, such a
5state-wide property tax would only cause homeowners to strongly
6consider leaving Illinois, as so many have already done in
7recent years; Illinoisans deserve better than this; therefore,
8be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11stand in staunch opposition to any new state-wide property tax;
12and be it further
 
13    RESOLVED, That suitable copies of this resolution be
14delivered to the Speaker of the House, the House Minority
15Leader, the Senate President, the Senate Minority Leader, and
16the Office of the Governor.
