HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate JoAnn Johnson on becoming
4the first African American woman to reach the rank of Colonel
5with the Illinois State Police; and
 
6    WHEREAS, Colonel Johnson was promoted to the rank of
7Colonel on November 1, 2016; she presently works at Illinois
8State Police (ISP) headquarters in downtown Springfield and is
9in charge of the Division of Internal Investigations; she has
10been with the ISP for 27 years; and
 
11    WHEREAS, Colonel Johnson started on the midnight shift in
12Elgin as a patrol officer; she worked in criminal
13investigations and also served as an undercover narcotics
14officer in a joint-jurisdictional drug task force in the early
151990s; in 2010, she moved to Springfield to teach at the
16Illinois State Police Academy; three years later, she was
17promoted to Lieutenant Colonel and moved to the Internal
18Investigation Division; and
 
19    WHEREAS, Colonel Johnson attended Southern Illinois
20University Carbondale; she was the only African American woman
21in her ISP academy class; and

1    WHEREAS, Colonel Johnson married Richard Johnson in 2013;
2together they have two daughters, ages 9 and 11; therefore, be
3it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
6congratulate JoAnn Johnson on becoming the first African
7American woman to reach the rank of Colonel with the Illinois
8State Police; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Colonel Johnson as an expression of our esteem and
11respect.
