HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Morris A. Kugler M.D. of
4Belleville on his 51 years of service as a surgeon; and
 
5    WHEREAS, Dr. Kugler was affectionately known to many during
6his childhood in Okawville as "Lad"; and
 
7    WHEREAS, Dr. Kugler attended school at Southern Illinois
8University Carbondale and then the University of Illinois
9College of Medicine; and
 
10    WHEREAS, After graduation, Dr. Kugler started an
11internship at Rush Presbyterian St. Luke Hospital; he was then
12drafted into the United States Military as a flight surgeon and
13served from 1965 to 1966; and
 
14    WHEREAS, Dr. Kugler then served at Scott Air Force Base for
15a year; it was followed by his surgical residency at the Edward
16Hines Jr. Veterans Administration Hospital and the Loyola
17University Chicago Stritch School of Medicine; and
 
18    WHEREAS, Dr. Kugler's first practice was in Savannah,
19Georgia from 1972 to 1976; in 1976, he started a practice in
20the metro-east area to be closer to his mother, who lived in

1Okawville; and
 
2    WHEREAS, At his peak, Dr. Kugler performed 600 surgeries
3per year; he typically had four to six surgeries a day at
4different hospitals; and
 
5    WHEREAS, Dr. Kugler started the Breast Health Center at
6Memorial Hospital in Belleville in order to provide faster
7service to patients; through a complete service of examination,
8diagnosis, and biopsy women receive their results in a day, not
9a month; and
 
10    WHEREAS, In recent years, Dr. Kugler has become alarmed at
11the number of physicians leaving the metro-east area due to the
12growing cost of insurance; and
 
13    WHEREAS, Dr. Kugler would like to see graduates of the
14Southern Illinois University School of Medicine perform their
15residency in the metro-east area; he continuously works to
16obtain grants and donations to help fund residency programs in
17metro-east hospitals, which he believes will help combat the
18reduced number of physicians in the area; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21recognize Morris A. Kugler M.D. on his 51 years of service as a

1surgeon and for everything he has done for the metro-east area
2and the State of Illinois; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to Dr. Kugler as a symbol of our respect and esteem.
