HOUSE RESOLUTION

 
2    WHEREAS, The Department of Central Management Services
3conducts testing in the form of an automated multiple choice
4exams for multiple positions, including, but not limited to:
5Account Clerk I & II; Account Technician I;
6Accountant/Accountant Advanced/Accountant Supervisor;
7Administrative Services Worker Trainee; Automotive Mechanic
8Options 1 & 2; Building/Grounds Laborer; Building/Grounds
9Maintenance Worker; Clerical Trainee; Corrections Food Service
10Supervisor I; Data Processing Administrative Specialist; Data
11Processing Assistant, Options 1 & 2; Data Processing
12Specialist; Data Processing Technician; Data Processing
13Technician Trainee; Dietitian; Disability Claims Adjudicator

18    WHEREAS, Minority populations, historically, have been
19under-represented as new hires for employment by the State of
20Illinois; and
 
21    WHEREAS, There are ongoing concerns about whether the
22automated multiple choice exams conducted by the Department of
23Central Management Services, knowingly or unknowingly, could
24be biased against minority populations; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
2HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
3Auditor General is directed in accordance with Section 3-2 of
4the Illinois State Auditing Act to conduct a performance audit
5of the Department of Central Management Services to review and
6assess the Department's automated multiple choice exams for the
7above-listed positions; and be it further
 
8    RESOLVED, That the audit include a review of whether those
9automated multiple choice exams are biased against minority
10exam takers, either in their content or in their results; and
11be it further
 
12    RESOLVED, That the Auditor General compile a detailed
13report that includes a full summary of the results of that
14review; and be it further
 
15    RESOLVED, That the Department of Central Management
16Services cooperate fully and promptly with the Auditor General
17in the conduct of this audit; and be it further
 
18    RESOLVED, That the Auditor General commence this audit as
19soon as possible and submit his report, including his findings
20and recommendations, upon completion in accordance with the
21provisions of Section 3-14 of the Illinois State Auditing Act,

1and also provide a copy of the report to the Director of
2Central Management Services; and be it further
 
3    RESOLVED, That a copy of this resolution be delivered to
4the Auditor General and the Department of Central Management
5Services.
