1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Fire Sprinkler Dormitory Act is amended by
5changing Section 10 as follows:
 
6    (110 ILCS 47/10)
7    Sec. 10. Fire sprinkler systems required. Subject to the
8establishment of a fire sprinkler dormitory revolving loan
9program under Section 15 of this Act, fire sprinkler systems
10are required in the dormitories of all post-secondary
11educational institutions by 2013, unless a post-secondary
12educational institution files a compliance plan with the Office
13of the State Fire Marshal, approved by the Office by January 1,
142013. The compliance plan must be submitted no later than
15November 1, 2012 and must include all of the following:
16        (1) Fire sprinkler system working drawings and
17    hydraulic calculations.
18        (2) A water supply analysis to determine available
19    water and the need for a fire pump.
20        (3) A fire sprinkler system installation schedule
21    showing a minimum of the following:
22            (A) the drawing and calculation submittal date to
23        the authority having jurisdiction and the projected

1        duration;
2            (B) the fabrication and material procurement date
3        and the projected duration;
4            (C) the field installation start date and the
5        projected duration;
6            (D) the final testing and punch list date and the
7        projected duration; and
8            (E) the projected project completion date.
9If the compliance plan is approved by the Office of the State
10Fire Marshal, then the deadline for fire sprinklers to be
11installed and operational shall be extended to September 1,
122014. A violation of this Section is a business offense
13punishable by a fine of not more than $1,000 per day. This fire
14sprinkler system requirement includes current structures as
15well as newly constructed dormitories. Nothing in this Act may
16be construed to abrogate any statute, rule, or ordinance
17requiring that a fire extinguisher be present in a dormitory.
