HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Vicki Kirkpatrick on the occasion of her retirement as Coles County Circuit Clerk; and

WHEREAS, Vicki Kirkpatrick began serving as the Coles County Circuit Clerk on December 1, 1992; she was subsequently reelected to the position in 1996, 2000, 2004, and 2008 and remained in the position until her retirement on November 30, 2012; and

WHEREAS, During her tenure as Circuit Clerk, Vicki Kirkpatrick was instrumental in the creation of numerous improvements to the Circuit Clerk's office, including increasing public access to court records, making court records available to the public online, implementing the electronic payments of fines, implementing a program that allows citizens to enter a guilty plea on a traffic citation online and pay online, and establishing a records imaging system that allows judges to immediately access electronic court files; and

WHEREAS, Prior to her service as Circuit Clerk, Vicki Kirkpatrick served as a Deputy County Clerk for Coles County from 1975 to 1985 and as an administrative assistant to Appellate Justice Joseph R. Spitz in Springfield from 1986 to 1991; she was also elected to serve as Morgan Township Clerk in Coles County in April of 1989 and served until her election as Circuit Clerk in 1992; and

WHEREAS, Vicki Kirkpatrick has been a member of the Illinois Association of Court Clerks and the Coles County Republicans and Republican Women; she was also appointed by Justice Rita Garman to serve on a committee to interview and make a recommendation for filling a vacancy for Circuit Judge in Coles County and was a past board member of an adult literacy committee; and

WHEREAS, Vicki Kirkpatrick plans to spend her retirement with her husband, Len, and keep busy with her various pursuits; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Vicki Kirkpatrick on the occasion of her retirement and wish her continued success and happiness in the future; and be it further

RESOLVED, That suitable copies of this resolution be presented to Vicki Kirkpatrick as a symbol of our esteem and respect.
