    Amends the Public Community College Act and various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university and community college district to establish an Office of Advising for First Generation College Students to serve those students who are the first in their family to attend an institution of higher education.

1     AN ACT concerning higher education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The University of Illinois Act is amended by
5 adding Section 80 as follows:

6     (110 ILCS 305/80 new)
7     Sec. 80. Office of Advising for First Generation College
8 Students. The Board of Trustees shall establish an Office of
9 Advising for First Generation College Students to serve those
10 university students who are the first in their family to attend
11 an institution of higher education.

12     Section 10. The Southern Illinois University Management
13 Act is amended by adding Section 65 as follows:

14     (110 ILCS 520/65 new)
15     Sec. 65. Office of Advising for First Generation College
16 Students. The Board shall establish an Office of Advising for
17 First Generation College Students to serve those university
18 students who are the first in their family to attend an
19 institution of higher education.

20     Section 15. The Chicago State University Law is amended by

1 adding Section 5-175 as follows:

2     (110 ILCS 660/5-175 new)
3     Sec. 5-175. Office of Advising for First Generation College
4 Students. The Board shall establish an Office of Advising for
5 First Generation College Students to serve those university
6 students who are the first in their family to attend an
7 institution of higher education.

8     Section 20. The Eastern Illinois University Law is amended
9 by adding Section 10-175 as follows:

11     Sec. 10-175. Office of Advising for First Generation
12 College Students. The Board shall establish an Office of
13 Advising for First Generation College Students to serve those
14 university students who are the first in their family to attend
15 an institution of higher education.

16     Section 25. The Governors State University Law is amended
17 by adding Section 15-175 as follows:

9 university students who are the first in their family to attend
10 an institution of higher education.

11     Section 35. The Northeastern Illinois University Law is
12 amended by adding Section 25-175 as follows:

14     Sec. 25-175. Office of Advising for First Generation
15 College Students. The Board shall establish an Office of
16 Advising for First Generation College Students to serve those
17 university students who are the first in their family to attend
18 an institution of higher education.

19     Section 40. The Northern Illinois University Law is amended
20 by adding Section 30-185 as follows:

2     Sec. 30-185. Office of Advising for First Generation
3 College Students. The Board shall establish an Office of
4 Advising for First Generation College Students to serve those
5 university students who are the first in their family to attend

7     Section 45. The Western Illinois University Law is amended
8 by adding Section 35-180 as follows:

10     Sec. 35-180. Office of Advising for First Generation
11 College Students. The Board shall establish an Office of
12 Advising for First Generation College Students to serve those
13 university students who are the first in their family to attend
14 an institution of higher education.

15     Section 50. The Public Community College Act is amended by
16 adding Section 3-29.10 as follows:

18     Sec. 3-29.10. Office of Advising for First Generation
19 College Students. Each board shall establish an Office of
20 Advising for First Generation College Students to serve those
21 community college students who are the first in their family to
22 attend an institution of higher education.
