1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-696 as follows:
 
6    (625 ILCS 5/3-696 new)
7    Sec. 3-696. Multiple Sclerosis Assistance license plate.
8    (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary, may
10issue special registration plates designated as Multiple
11Sclerosis Assistance license plates. The special plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division, motor vehicles of the second division
14weighing not more than 8,000 pounds. Plates issued under this
15Section shall expire according to the multi-year procedure
16established by Section 3-414.1 of this Code.
17    (b) The design and color of the special plates shall be
18wholly within the discretion of the Secretary. The Secretary,
19in his or her discretion, may allow the plates to be issued as
20vanity or personalized plates under Section 3-255.1 of this
21Code. The Secretary shall prescribe stickers or decals as
22provided under Section 3-412 of this Code.
23    (c) An applicant for the special plate shall be charged a

1$25 fee for original issuance in addition to the appropriate
2registration fee. Of this fee, $10 shall be deposited into the
3Multiple Sclerosis Assistance Fund and $15 shall be deposited
4into the Secretary of State Special License Plate Fund, to be
5used by the Secretary to help defray the administrative
6processing costs.
7    For each registration renewal period, a $12 fee, in
8addition to the appropriate registration fee, shall be charged.
9Of this fee, $10 shall be deposited into the Multiple Sclerosis
10Assistance Fund and $2 shall be deposited into the Secretary of
11State Special License Plate Fund.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
