SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-811.5 new

Amends the State Finance Act to create the Secretary of State Registration Enforcement Fund. Amends the Illinois Vehicle Code. Provides that when a Secretary of State investigator is required to register a vehicle by any provision of the Code, including administrative rules, an additional fee shall be assessed in the amount of $300 per vehicle. Provides that the fee shall be assessed at the time of the required registration and deposited into the Secretary of State Registration Enforcement Fund. Provides that moneys in the Fund shall be used for operations, training, and equipment related to registration enforcement and relevant administrative duties within the Office of the Secretary of State.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The State Finance Act is amended by adding Section 5.811 as follows:

Sec. 5.811. The Secretary of State Registration Enforcement Fund.

Section 10. The Illinois Vehicle Code is amended by adding Section 3-811.5 as follows:

Sec. 3-811.5. Registration by a Secretary of State investigator.

(a) When a Secretary of State investigator is required to register a vehicle by any provision of this Code, including administrative rules, an additional fee shall be assessed in the amount of $300 per vehicle. The fee shall be assessed at the time of the required registration. Fees collected under this Section shall be deposited into the Secretary of State Registration Enforcement Fund.

(b) There is created the Secretary of State Registration Enforcement Fund. Moneys in the Secretary of State Registration Enforcement Fund shall be used, subject to appropriation by the General Assembly, for operations, training, and equipment related to registration enforcement and relevant administrative duties within the Office of the Secretary of State.
