SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.811 new
625 ILCS 5/3-811.5 new

    Amends the State Finance Act to create the Secretary of State Registration Enforcement Fund. Amends the Illinois Vehicle Code. Provides that when a Secretary of State investigator is required to register a vehicle by any provision of the Code, including administrative rules, an additional fee shall be assessed in the amount of $300 per vehicle. Provides that the fee shall be assessed at the time of the required registration and deposited into the Secretary of State Registration Enforcement Fund. Provides that moneys in the Fund shall be used for operations, training, and equipment related to registration enforcement and relevant administrative duties within the Office of the Secretary of State.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The Secretary of State Registration
8Enforcement Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-811.5 as follows:
 
11    (625 ILCS 5/3-811.5 new)
12    Sec. 3-811.5. Registration by a Secretary of State
13investigator.
14    (a) When a Secretary of State investigator is required to
15register a vehicle by any provision of this Code, including
16administrative rules, an additional fee shall be assessed in
17the amount of $300 per vehicle. The fee shall be assessed at
18the time of the required registration. Fees collected under
19this Section shall be deposited into the Secretary of State
20Registration Enforcement Fund.
21    (b) There is created the Secretary of State Registration

1Enforcement Fund. Moneys in the Secretary of State Registration
2Enforcement Fund shall be used, subject to appropriation by the
3General Assembly, for operations, training, and equipment
4related to registration enforcement and relevant
