1 AN ACT in regard to vehicles.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.595 as follows:
6 (30 ILCS 105/5.595 new)
7 Sec. 5.595. The K-12 Education Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-663 as follows:

11 Sec. 3-663. K-12 Education license plates.
12 (a) The Secretary, upon receipt of an application made
13 in the form prescribed by the Secretary, may issue special
14 registration plates designated as K-12 Education license
15 plates. The special plates issued under this Section shall
16 be affixed only to passenger vehicles of the first division
17 and motor vehicles of the second division weighing not more
18 than 8,000 pounds. Plates issued under this Section shall
19 expire according to the multi-year procedure established by
20 Section 3-414.1 of this Code.
21 (b) The design and color of the plates is wholly within
22 the discretion of the Secretary. The Secretary may allow the
23 plates to be issued as vanity or personalized plates under
24 Section 3-405.1 of the Code. The Secretary shall prescribe
25 stickers or decals as provided under Section 3-412 of this
26 Code.
27 (c) An applicant for the special plate shall be charged
28 a $40 fee for original issuance in addition to the
29 appropriate registration fee. Of this fee, $25 shall be

1 deposited into the K-12 Education Fund and $15 shall be
2 deposited into the Secretary of State Special License Plate
3 Fund, to be used by the Secretary to help defray the
4 administrative processing costs.
5 For each registration renewal period, a $27 fee, in
6 addition to the appropriate registration fee, shall be
7 charged. Of this fee, $25 shall be deposited into the K-12
8 Education Fund and $2 shall be deposited into the Secretary
9 of State Special License Plate Fund.
10 (d) The K-12 Education Fund is created as a special fund
11 in the State treasury. All money in the K-12 Education Fund
12 shall be paid, subject to appropriation by the General
13 Assembly and approval by the Secretary, as grants to the
14 individual school districts designated by each applicant.
