1 AMENDMENT TO HOUSE BILL 414
2 AMENDMENT NO. . Amend House Bill 414 on page 1, line
3 5, by replacing "Section 3" with "Sections 3 and 13.50"; and
4 on page 2, by replacing lines 12 through 18 with the
5 following:
6 "or self-help skills. The term means a delay of 30% or more
7 below the mean in function in one or more of those areas.";
8 and
9 on page 6, after line 2, by inserting the following:
10 "(325 ILCS 20/13.50)
11 Sec. 13.50. Early Intervention Legislative Advisory
12 Committee. No later than 60 days after the effective date of
13 this amendatory Act of 92nd General Assembly, there shall be
14 convened the Early Intervention Legislative Advisory
15 Committee. The majority and minority leaders of the General
16 Assembly shall each appoint 2 members to the Committee. The
17 Committee's term is for a period of 42 years, and the
18 Committee shall publicly convene no less than 4 times per
19 year. The Committee's responsibilities shall include, but not
20 be limited to, providing guidance to the lead agency
21 regarding programmatic and fiscal management and
22 accountability, provider development and accountability,

1 contracting, and program outcome measures. During the life
2 of the Committee, on a quarterly basis, or more often as the
3 Committee may request, the lead agency shall provide to the
4 Committee, and simultaneously to the public, through postings
5 on the lead agency's early intervention website, quarterly
6 reports containing monthly data and other early intervention
7 program information that the Committee requests. The first
8 data report must be supplied no later than September 21,
9 2001, and must include the previous 2 quarters of data.
