 1                     AMENDMENT TO HOUSE BILL 915

 2        AMENDMENT NO.     .  Amend House Bill  915  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The Environmental Protection Act is amended
 5    by adding Section 22.40a as follows:

 6        (415 ILCS 5/22.40a new)
 7        Sec.  22.40a.  Municipal  waste  landfills;   geomembrane
 8    liners.  For  any  new  municipal  solid  waste  landfill (or
 9    lateral  expansion  of  an  existing  municipal  solid  waste
10    landfill), located in a  county  with  a  population  between
11    100,000  and  110,000 or between 113,000 and 140,000, and for
12    which the permit allowing development  is  issued  after  the
13    effective  date  of  this  amendatory Act of the 93rd General
14    Assembly, any liner  used  to  achieve  compliance  with  the
15    Board's  rules  relating to liner systems shall consist of at
16    least 2 composite  liners,  each  of  which  must  include  a
17    geomembrane  no  less  than  60  mils  in  thickness.    This
18    requirement is in addition to any other requirements that may
19    be imposed under those rules.

20        Section  99.  Effective date.  This Act takes effect upon
21    becoming law.".
