 1        AN ACT concerning higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The University of Illinois Act is amended by
 5    adding Section 25 as follows:

 6        (110 ILCS 305/25 new)
 7        Sec. 25.  Limitation on tuition  increase.  This  Section
 8    applies  only  to  those  students who first enroll after the
 9    2003-2004 academic year. The tuition charged an undergraduate
10    student who is an Illinois  resident  shall  not  exceed  the
11    amount  that  the  student  was charged at the time he or she
12    first enrolled at the University as an Illinois  resident  if
13    that  student  first  enrolled  not  more than 3 and one-half
14    academic years before. However, if the student changes majors
15    during this time period,  the  tuition  charged  the  student
16    shall  equal  the  amount the student would have been charged
17    had he or she been admitted to the changed major when  he  or
18    she first enrolled.

19        Section  10.  The Southern Illinois University Management
20    Act is amended by adding Section 15 as follows:

21        (110 ILCS 520/15 new)
22        Sec. 15.  Limitation on tuition  increase.  This  Section
23    applies  only  to  those  students who first enroll after the
24    2003-2004 academic year. The tuition charged an undergraduate
25    student who is an Illinois  resident  shall  not  exceed  the
26    amount  that  the  student  was charged at the time he or she
27    first enrolled at the University as an Illinois  resident  if
28    that  student  first  enrolled  not  more than 3 and one-half
29    academic years before. However, if the student changes majors

 1    during this time period,  the  tuition  charged  the  student
 2    shall  equal  the  amount the student would have been charged
 3    had he or she been admitted to the changed major when  he  or
 4    she first enrolled.

 5        Section  15.  The Chicago State University Law is amended
 6    by adding Section 5-120 as follows:

 7        (110 ILCS 660/5-120 new)
 8        Sec. 5-120.  Limitation on tuition increase. This Section
 9    applies only to those students who  first  enroll  after  the
10    2003-2004 academic year. The tuition charged an undergraduate
11    student  who  is  an  Illinois  resident shall not exceed the
12    amount that the student was charged at the  time  he  or  she
13    first  enrolled  at the University as an Illinois resident if
14    that student first enrolled not  more  than  3  and  one-half
15    academic years before. However, if the student changes majors
16    during  this  time  period,  the  tuition charged the student
17    shall equal the amount the student would  have  been  charged
18    had  he  or she been admitted to the changed major when he or
19    she first enrolled.

20        Section  20.  The  Eastern  Illinois  University  Law  is
21    amended by adding Section 10-120 as follows:

22        (110 ILCS 665/10-120 new)
23        Sec.  10-120.  Limitation  on  tuition   increase.   This
24    Section applies only to those students who first enroll after
25    the   2003-2004   academic   year.  The  tuition  charged  an
26    undergraduate student who is an Illinois resident  shall  not
27    exceed the amount that the student was charged at the time he
28    or  she  first  enrolled  at  the  University  as an Illinois
29    resident if that student first enrolled not more than  3  and
30    one-half  academic  years  before.  However,  if  the student

 5        Section 25. The Governors State University Law is amended
 6    by adding Section 15-120 as follows:

 7        (110 ILCS 670/15-120 new)
 8        Sec.  15-120.  Limitation  on  tuition   increase.   This
 9    Section applies only to those students who first enroll after
10    the   2003-2004   academic   year.  The  tuition  charged  an
11    undergraduate student who is an Illinois resident  shall  not
12    exceed the amount that the student was charged at the time he
13    or  she  first  enrolled  at  the  University  as an Illinois
14    resident if that student first enrolled not more than  3  and
15    one-half  academic  years  before.  However,  if  the student
16    changes majors during this time period, the  tuition  charged
17    the  student  shall  equal  the amount the student would have
18    been charged had he or she been admitted to the changed major
19    when he or she first enrolled.

20        Section 30.  The Illinois State University Law is amended
21    by adding Section 20-125 as follows:

22        (110 ILCS 675/20-125 new)
23        Sec.  20-125.  Limitation  on  tuition   increase.   This
24    Section applies only to those students who first enroll after
25    the   2003-2004   academic   year.  The  tuition  charged  an
26    undergraduate student who is an Illinois resident  shall  not
27    exceed the amount that the student was charged at the time he
28    or  she  first  enrolled  at  the  University  as an Illinois
29    resident if that student first enrolled not more than  3  and
30    one-half  academic  years  before.  However,  if  the student

 5        Section 35.  The Northeastern Illinois University Law  is
 6    amended by adding Section 25-120 as follows:

 7        (110 ILCS 680/25-120 new)

 9    Section applies only to those students who first enroll after
10    the  2003-2004  academic  year.  The   tuition   charged   an
11    undergraduate  student  who is an Illinois resident shall not

20        Section  40.  The  Northern  Illinois  University  Law is
21    amended by adding Section 30-130 as follows:

23        Sec.  30-130.  Limitation  on  tuition   increase.   This
24    Section applies only to those students who first enroll after
25    the   2003-2004   academic   year.  The  tuition  charged  an
26    undergraduate student who is an Illinois resident  shall  not
27    exceed the amount that the student was charged at the time he
28    or  she  first  enrolled  at  the  University  as an Illinois
29    resident if that student first enrolled not more than  3  and
30    one-half  academic  years  before.  However,  if  the student

 5        Section  45.  The  Western  Illinois  University  Law  is
 6    amended by adding Section 35-125 as follows:

 7        (110 ILCS 690/35-125 new)
 8        Sec.  35-125.  Limitation  on  tuition   increase.   This
 9    Section applies only to those students who first enroll after
10    the   2003-2004   academic   year.  The  tuition  charged  an
11    undergraduate student who is an Illinois resident  shall  not
12    exceed the amount that the student was charged at the time he
13    or  she  first  enrolled  at  the  University  as an Illinois
14    resident if that student first enrolled not more than  3  and
15    one-half  academic  years  before.  However,  if  the student
16    changes majors during this time period, the  tuition  charged
17    the  student  shall  equal  the amount the student would have
18    been charged had he or she been admitted to the changed major
19    when he or she first enrolled.

20        Section 99. Effective date. This Act  takes  effect  upon
21    becoming law.
