 1                    AMENDMENT TO HOUSE BILL 1118

 2        AMENDMENT NO.     .  Amend House Bill 1118  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section 5.  The University of Illinois Act is amended by
 5    adding Section 25 as follows:

 6        (110 ILCS 305/25 new)
 7        Sec.  25.  Limitation  on  tuition increase. This Section
 8    applies only to those students who  first  enroll  after  the
 9    2003-2004  academic  year.  For  4  continuous academic years
10    following initial enrollment (or for  undergraduate  programs
11    that  require  more  than 4 years to complete, for the normal
12    time  to  complete  the  program,  as   determined   by   the
13    University), the tuition charged an undergraduate student who
14    is  an Illinois resident shall not exceed the amount that the
15    student was charged at the time he or she first  enrolled  in
16    the University. However, if the student changes majors during
17    this time period, the tuition charged the student shall equal
18    the  amount the student would have been charged had he or she
19    been admitted to the changed  major  when  he  or  she  first
20    enrolled.

21        Section  10.  The Southern Illinois University Management

 1    Act is amended by adding Section 15 as follows:

 2        (110 ILCS 520/15 new)
 3        Sec. 15. Limitation on  tuition  increase.  This  Section
 4    applies  only  to  those  students who first enroll after the
 5    2003-2004 academic year.  For  4  continuous  academic  years
 6    following  initial  enrollment (or for undergraduate programs
 7    that require more than 4 years to complete,  for  the  normal
 8    time   to   complete   the  program,  as  determined  by  the
 9    University), the tuition charged an undergraduate student who
10    is an Illinois resident shall not exceed the amount that  the
11    student  was  charged at the time he or she first enrolled in
12    the University. However, if the student changes majors during
13    this time period, the tuition charged the student shall equal
14    the amount the student would have been charged had he or  she
15    been  admitted  to  the  changed  major  when he or she first
16    enrolled.

17        Section 15.  The Chicago State University Law is  amended
18    by adding Section 5-120 as follows:

19        (110 ILCS 660/5-120 new)
20        Sec. 5-120.  Limitation on tuition increase. This Section
21    applies  only  to  those  students who first enroll after the
22    2003-2004 academic year.  For  4  continuous  academic  years
23    following  initial  enrollment (or for undergraduate programs
24    that require more than 4 years to complete,  for  the  normal
25    time   to   complete   the  program,  as  determined  by  the
26    University), the tuition charged an undergraduate student who
27    is an Illinois resident shall not exceed the amount that  the
28    student  was  charged at the time he or she first enrolled in
29    the University. However, if the student changes majors during
30    this time period, the tuition charged the student shall equal
31    the amount the student would have been charged had he or  she

 1    been  admitted  to  the  changed  major  when he or she first
 2    enrolled.

 3        Section 20.   The  Eastern  Illinois  University  Law  is
 4    amended by adding Section 10-120 as follows:

 5        (110 ILCS 665/10-120 new)
 6        Sec.   10-120.  Limitation   on  tuition  increase.  This
 7    Section applies only to those students who first enroll after
 8    the 2003-2004 academic year. For 4 continuous academic  years
 9    following  initial  enrollment (or for undergraduate programs
10    that require more than 4 years to complete,  for  the  normal
11    time   to   complete   the  program,  as  determined  by  the
12    University), the tuition charged an undergraduate student who
13    is an Illinois resident shall not exceed the amount that  the
14    student  was  charged at the time he or she first enrolled in
15    the University. However, if the student changes majors during
16    this time period, the tuition charged the student shall equal
17    the amount the student would have been charged had he or  she
18    been  admitted  to  the  changed  major  when he or she first
19    enrolled.

20        Section  25.   The  Governors  State  University  Law  is
21    amended by adding Section 15-120 as follows:

22        (110 ILCS 670/15-120 new)
23        Sec.  15-120.  Limitation  on  tuition   increase.   This
24    Section applies only to those students who first enroll after
25    the  2003-2004 academic year. For 4 continuous academic years
26    following initial enrollment (or for  undergraduate  programs
27    that  require  more  than 4 years to complete, for the normal
28    time  to  complete  the  program,  as   determined   by   the
29    University), the tuition charged an undergraduate student who
30    is  an Illinois resident shall not exceed the amount that the

 1    student was charged at the time he or she first  enrolled  in
 2    the University. However, if the student changes majors during
 3    this time period, the tuition charged the student shall equal
 4    the  amount the student would have been charged had he or she

 7        Section 30.  The Illinois State University Law is amended
 8    by adding Section 20-125 as follows:

 9        (110 ILCS 675/20-125 new)
10        Sec.   20-125.  Limitation   on  tuition  increase.  This
11    Section applies only to those students who first enroll after
12    the 2003-2004 academic year. For 4 continuous academic  years
13    following  initial  enrollment (or for undergraduate programs
14    that require more than 4 years to complete,  for  the  normal
15    time   to   complete   the  program,  as  determined  by  the
16    University), the tuition charged an undergraduate student who
17    is an Illinois resident shall not exceed the amount that  the
18    student  was  charged at the time he or she first enrolled in
19    the University. However, if the student changes majors during
20    this time period, the tuition charged the student shall equal
21    the amount the student would have been charged had he or  she
22    been  admitted  to  the  changed  major  when he or she first
23    enrolled.

24        Section 35.  The Northeastern Illinois University Law  is
25    amended by adding Section 25-120 as follows:

11        Section 40.  The  Northern  Illinois  University  Law  is
12    amended by adding Section 30-130 as follows:

13        (110 ILCS 685/30-130 new)
14        Sec.   30-130.  Limitation   on  tuition  increase.  This
15    Section applies only to those students who first enroll after
16    the 2003-2004 academic year. For 4 continuous academic  years
17    following  initial  enrollment (or for undergraduate programs
18    that require more than 4 years to complete,  for  the  normal
19    time   to   complete   the  program,  as  determined  by  the
20    University), the tuition charged an undergraduate student who
21    is an Illinois resident shall not exceed the amount that  the
22    student  was  charged at the time he or she first enrolled in
23    the University. However, if the student changes majors during
24    this time period, the tuition charged the student shall equal
25    the amount the student would have been charged had he or  she
26    been  admitted  to  the  changed  major  when he or she first
27    enrolled.

28        Section 45.   The  Western  Illinois  University  Law  is
29    amended by adding Section 35-125 as follows:

 1        Sec.   35-125.  Limitation   on  tuition  increase.  This
 2    Section applies only to those students who first enroll after
 3    the 2003-2004 academic year. For 4 continuous academic  years
 4    following  initial  enrollment (or for undergraduate programs
 5    that require more than 4 years to complete,  for  the  normal
 6    time   to   complete   the  program,  as  determined  by  the
 7    University), the tuition charged an undergraduate student who
 8    is an Illinois resident shall not exceed the amount that  the
 9    student  was  charged at the time he or she first enrolled in
10    the University. However, if the student changes majors during
11    this time period, the tuition charged the student shall equal
12    the amount the student would have been charged had he or  she
13    been  admitted  to  the  changed  major  when he or she first
14    enrolled.".
