 1                    AMENDMENT TO HOUSE BILL 1250

 2        AMENDMENT NO.     .  Amend House Bill 1250 on page 1,  by
 3    replacing lines 13 through 30 with the following:

 4        "Section  10.  Rules. Within one year of the enactment of
 5    this Act, the Illinois Environmental Protection Agency  shall
 6    propose  rules  related to facilities planning that take into
 7    account the findings and recommendations of (1) its  Facility
 8    Planning  Area  Stakeholder  Group  and  (2)  studies  of the
 9    facilities planning area program,  including  those  findings
10    and  recommendations  related  to:  nonpoint source pollution
11    management,   construction   site   runoff,   urban   runoff,
12    consistency with  antidegradation  regulations,  alternatives
13    analysis,   interagency   coordination,  alternative  dispute
14    resolution, and consistency with local, county, and  regional
15    land use plans and resource protection plans."; and

16    on page 2, by deleting lines 1 through 3.
