1 AN ACT in relation to vehicles.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5 changing Section 11-701 as follows:
6 (625 ILCS 5/11-701) (from Ch. 95 1/2, par. 11-701)
7 Sec. 11-701. Drive on right side of roadway - Exceptions.
8 (a) Upon all roadways of sufficient width a vehicle
9 shall be driven upon the right half of the roadway, except as
10 follows:
11 1. When overtaking and passing another vehicle
12 proceeding in the same direction under the rules governing
13 such movements;
14 2. When an obstruction exists making it necessary to
15 drive to the left of the center of the roadway; provided, any
16 person so doing shall yield the right-of-way to all vehicles
17 traveling in the proper direction upon the unobstructed
18 portion of the roadway within such distance as to constitute
19 an immediate hazard;
20 3. Upon a roadway divided into 3 marked lanes for
21 traffic under the rules applicable thereon;
22 4. Upon a roadway restricted to one way traffic;
23 5. Whenever there is a single track paved road on one
24 side of the public highway and 2 vehicles meet thereon, the
25 driver on whose right is the wider shoulder shall give the
26 right-of-way on such pavement to the other vehicle.
27 (b) Upon a 2 lane roadway, providing for 2-way movement
28 of traffic, aall roadways any vehicle proceeding at less
29 than the normal speed of traffic at the time and place and
30 under the conditions then existing shall be driven in the
31 right-hand lane available for traffic, or as close as

1 practicable to the right hand curb or edge of the roadway,
2 except when overtaking and passing another vehicle proceeding
3 in the same direction or when preparing for a left turn at an
4 intersection or into a private road or driveway.
5 (c) Upon any roadway having 4 or more lanes for moving
6 traffic and providing for 2-way movement of traffic, no
7 vehicle shall be driven to the left of the center line of the
8 roadway, except when authorized by official traffic-control
9 devices designating certain lanes to the left side of the
10 center of the roadway for use by traffic not otherwise
11 permitted to use such lanes, or except as permitted under
12 Subsection (a) 2. However, this Subsection shall not be
13 construed as prohibiting the crossing of the center line in
14 making a left turn into or from an alley, private road or
15 driveway.
16 (d) Upon a multilane roadway, other than a controlled
17 access highway, a vehicle may not be driven in the left lane,
18 except when overtaking and passing another vehicle. A vehicle
19 may not be driven to the left of another vehicle for a
20 distance exceeding one-half mile. This subsection does not
21 prohibit a vehicle from being driven in the left hand lane
22 when preparing to make a left turn.
23 (e) Upon a rural controlled access highway, a vehicle
24 may not be driven in the left lane, except when overtaking
25 and passing another vehicle. A vehicle may not be driven to
26 the left of another vehicle for a distance exceeding one-half
27 mile.
28 (f) Subsections (d) and (e) of this Section do not
29 apply:
30 (1) when no other vehicle is directly behind the
31 vehicle in the left lane;
32 (2) when traffic conditions and congestion make it
33 impractical to drive in the right lane;
34 (3) when snow and other inclement weather

1 conditions make it necessary to drive in the left lane;
2 (4) when obstructions or hazards exist in the right
3 lane;
4 (5) when a vehicle changes lanes to minimize the
5 danger to a public safety vehicle parked on or adjacent
6 to the highway shoulder;
7 (6) when, because of highway design, a vehicle must
8 be driven in the left lane when preparing to exit;
9 (7) on toll highways when necessary to use I-Pass
10 lanes;
11 (8) when driving in the left lane is required to
12 comply with an official traffic control device;
13 (9) to authorized emergency vehicles while making
14 use of emergency lighting meeting the requirements of
15 Section 12-215 of this Code; or
16 (10) to law enforcement vehicles engaged in
17 official duties.
