 1        AN ACT concerning environmental protection.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Environmental Protection Act is amended
 5    by changing Section 8 as follows:

 6        (415 ILCS 5/8) (from Ch. 111 1/2, par. 1008)
 7        Sec.  8.  Legislative  findings.   The  General  Assembly
 8    finds that pollution of the air of this State  constitutes  a
 9    menace   to   public   health  and  welfare,  creates  public
10    nuisances,  adds   to   cleaning   costs,   accelerates   the
11    deterioration  of  materials,  adversely affects agriculture,
12    business,  industry,  recreation,  climate,  and  visibility,
13    depresses property values, and offends the senses.
14        It is the purpose of this Title to restore, maintain, and
15    enhance the purity of the air  of  this  State  in  order  to
16    protect  health,  welfare,  property, and the quality of life
17    and to assure that no air contaminants  are  discharged  into
18    the atmosphere without being given the degree of treatment or
19    control necessary to prevent pollution.
