 1        AN ACT in relation to public aid.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.   The Illinois Public Aid Code is amended by
 5    changing Section 12-4 as follows:

 6        (305 ILCS 5/12-4) (from Ch. 23, par. 12-4)
 7        Sec. 12-4.  Powers and duties of the Illinois Department.
 8    In addition to the powers, duties and functions vested in the
 9    Illinois Department it by other provisions of this Code or by
10    other laws of this State, the Illinois Department shall  have
11    the   powers   enumerated  in  Sections  12-4.1  to  12-4.30,
12    inclusive, subject to the conditions therein stated.
