 1        AN ACT regarding education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  School  Code  is  amended  by  changing
 5    Section 1C-2 as follows:

 6        (105 ILCS 5/1C-2)
 7        Sec. 1C-2.  Block grants.
 8        (a)  For   fiscal   year   1999,  and  each  fiscal  year
 9    thereafter, the State  Board  of  Education  shall  award  to
10    school districts block grants as described in subsections (b)
11    and  (c).  The  State  Board of Education may adopt rules and
12    regulations  necessary  to   implement   this   Section.   In
13    accordance  with  Section  2-3.32, all state block grants are
14    subject to an audit.  Therefore,  block  grant  receipts  and
15    block grant expenditures shall be recorded to the appropriate
16    fund code.
17        (b)  A  Professional  Development  Block  Grant  shall be
18    created by combining the existing  School  Improvement  Block
19    Grant   and   the   REI  Initiative.  These  funds  shall  be
20    distributed to  school  districts  based  on  the  number  of
21    full-time  certified  instructional  staff  employed  in  the
22    district.
23        (c)  An  Early  Childhood  Education Block Grant shall be
24    created  by  combining  the  following  programs:   Preschool
25    Education,   Parental  Training  and  Prevention  Initiative.
26    These funds shall be  distributed  to  school  districts  and
27    other  entities on a competitive basis.  Eleven Eight percent
28    of this grant shall be used to  fund  programs  for  children
29    ages 0-3.

 1        Section 99.  Effective date.  This Act  takes  effect  on
 2    July 1, 2003.
