1 AN ACT in relation to public aid.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5 adding Section 9A-11.10 as follows:
6 (305 ILCS 5/9A-11.10 new)
7 Sec. 9A-11.10. Child care during non-traditional working
8 hours.
9 (a) In this Section, "non-traditional working hours"
10 means any time other than the period from 7:00 a.m. through
11 6:00 p.m.
12 (b) The Department of Human Services shall select 2
13 providers of child care services to offer such services
14 during non-traditional working hours. Each provider must be
15 located in an area of the State with a high concentration of
16 persons whose employment requires them to work during
17 non-traditional working hours. One provider must be located
18 in the Chicago metropolitan area, and the other must be
19 located a county other than Cook, Lake, McHenry, Kane,
20 DuPage, or Will. The Department shall pay a cash bonus to
21 each provider in addition to the rates otherwise paid for
22 child care services under Section 9A-11. The Department may
23 also offer other incentives to each provider to secure the
24 provision of child care services during non-traditional
25 working hours.
26 (c) The Department of Human Services shall also
27 investigate other methods of encouraging providers of child
28 care services to offer such services during non-traditional
29 working hours. These methods must include, but need not be
30 limited to, the following:
31 (1) Providing special mentoring, training, and

1 technical assistance to prospective and current providers
2 of child care services who are willing to provide such
3 services during non-traditional working hours.
4 (2) Offering small grants or loans, or both, as an
5 incentive to become a licensed provider of child care
6 services and to provide such services during
7 non-traditional working hours.
8 (3) Training public aid recipients to become
9 licensed caregivers.
10 (4) Encouraging the formation of networks of
11 family-home and child-care-center providers of child care
12 services located in communities where there are a large
13 number of persons whose employment requires them to work
14 during non-traditional working hours.
15 Section 99. Effective date. This Act takes effect upon
16 becoming law.
